The fact that Loki can do this with ease means that it's on a level that Rox could never achieve.

Monkey d. Garp A legendary figure who exists in the world of One Piece. Back in his prime days, Garp was known as a monster to all pirates. His power level is officially said to be equal to that of the Pirate King Gol D Roger.

Garp fought against Domi Reversi-enhanced rocks in God Valley and was actually able to deal lethal damage to his strongest attack, the Infinity Blast. The fact that he was able to pierce his Haki and deal lethal damage even to Domi Reversi Rocks meant that even then, he was strong enough to match Rocks in power.

It has already been established that this was just the beginning of his story. Over the years, Garp grew stronger, which all but confirms that he surpassed Rocks in terms of overall power level.
