Rock Lee still needs a save against a genius foe, though, and after that, his character arc goes limp. The fight against Kimaro was not the last Naruto Fans saw Rock Lee, but this was the last time the character seriously scared anyone in a meaningful way. Rock Lee was supposed to be the last refutation of talent with his hard work, but he took a back seat to the members of Team 7 and even his own Jonin mentor. It was Mighty Boy, not Rock Lee, who stood up to Madara Uchihas with Taijutsu.

He lost to Naruto in the Chunin Exams arc, then scored a narrow victory against Kidomaru while trying to retrieve Sasuke. After that, Neji and the rest of Team Guy became much less important, so Neji's development stopped. He impressed everyone by becoming a Jonin early on Naruto ShippudenBut in reality it meant little.

Most of Neji's best moments were in Part I, meaning it felt like he would become truly incredible in Part II, or Naruto Shippuden. Instead, Neji continued to coast until he senselessly died against the Ten-Tails. And like Sakura, Neji's personal potential was wasted, as he didn't show enough of his Kudere personality and didn't spend enough quality time with his uncle Hinata or uncle Hiashi.

Naruto Fans can also say that Orochimaru wasted his potential as a hero. Like Tsunade, Orochimaru had a good understanding of jutsu and the medical side of the human body, and he could work with Tsunade to become a hero in that field. He could become a renowned researcher with enough support from everyone, but by being a rogue, Orochimaru limited his own options. He was too creepy and immoral for his own good, when he could have outcompeted other sannin for the position of Hokage if he had a good heart.
Torune Aburame can do more as an expert on chakra beetles

Even relatively minor side characters like Torun Aburame and his friend Fu can waste their abilities. It's common for smaller actors like Torune to pop in, do something good, and then drop out of the story without giving it time to grow or give hints for future growth. However, if someone like Torune uses a familiar and powerful fighting style, then fans expect a little more from them. Or rather, fans hope to be Torun's favorite vehicle or show the full potential of their chosen fighting style.
7 Times Naruto Could Have Died (But Survived Because of Plot Armor)

Hayate Gekko was a jonin in the Chunin Exams arc, but he didn't seem sure. He played the proctor role in tower matches, giving him the same role as Anko Mitarashi and Ibiki Morino before him, and there's not much to say about Hayate. Naruto Fans may refer to him as a “normal” jounin, like Kotetsu Hagane, who doesn't have a hidden jutsu or kekkei genkai to spice things up, like a “normal” chunin and genin. Likewise, Hayate must have earned his rank as a jonin something Reason, and fans want to see what it is.
It's easy to guess that Hayate was mostly a chunin and genin in tracking, stealth, taijutsu and simple ninjutsu, but Naruto Fans want to see more. Hayate doesn't live up to the most normal expectations for his rank as a jonin, however, and is more than just a hired hand for the villain Baki to raise the tension and stakes as Orochimaru's plan nears its climax. Thanks to Edo Tensei In, fans got to see Hayate fight as a returning ninja Naruto ShippudenBut it's a terrible mockery of reaching the Hayate's true potential, not the real deal.
