Over the years, fans have seen many incredibly powerful marines a piece While the Great Age of Pirates required today's Marines to be of the highest caliber to compete, in Roger's age, and before that, during Rock's, Marines also needed to have some very powerful men. These Marines are now well past their prime a piece. However, back then, they were truly a threat to any pirate, even those considered the strongest.
A Fragment: How Oda is setting the dragon's god-tear devil fall after Elbaf
Monkey D. The dragon has a powerful Devil Fruit, and its powers will eventually be revealed after Elbaf.
Bluegrass
Bluegrass Vice Admiral of the Navy. Recently introduced in the Egghead Island arc, it's clear to fans that he's a very old man. Being a Vice Admiral, she can use the power of Armament and Observation Haki. However, his weak body does not allow him to use this skill correctly.
Bluegrass also has a powerful devil fruit ability, called nori nori no mi. Using this fruit, she can attach a handle to almost anything and control the form of her vehicle. In the Egghead Island arc, he seemed to handle Vegapunk's mechanical sea beats and even Pacifista with great ease.
Bogard
Bogart Very easily one of the most mysterious characters a piece. Known as Garp's right-hand man, fans know Bogard to be quite skilled, as it's not just anyone who can serve as the hero's right-hand man. Bogart's status is unknown, however, what fans do know is that he is very powerful and wields a powerful katana in battle.
Bogard was also seen during the God Valley incident, 38 years ago, and he survived this great battle without a scratch. He was on the frontline with Garp and he fought against many pirates there. He is one of the most powerful marines of the older generation. Hopefully, Oda will include him in the main story at some point.
Tsuru
Vice Admiral Tsuru Now past his prime, however, he's still a force to be reckoned with. Back in her prime days, she emerged as one of the strongest Marines. Along with Garp and Sengoku, she was a formidable force in the sea. In fact, even after he was past his prime, people like Doflamingo avoided fighting him instead of facing him head on.
It just goes to show that Tsuru was incredibly powerful. In her prime days, she must have been a formidable force at sea. Tsuru has the power of incredible Woshu Woshu no Mi, as well as two types of powerful Haki.

Cong
Fleet Admiral Kang A person that fans always want to see more of. Given that he was a fleet admiral, one could easily conclude that he was among the strongest Marines to survive. Fleet Admiral Kong was, at least, as strong as the Navy Admiral. It is unknown if he had any Devil Fruit powers, but what fans do know is that he has the ability to use two types of Haki.
Back in Rox's age, he must have been a force to be reckoned with. Unfortunately, fans never got to see him in combat, but it's not a stretch to conclude that he was one of the strongest of the time.
Sengoku
Former Fleet Admiral of the Marines, Sengoku Easily one of the strongest naval officers of the old era. He served as an admiral during Roger's time, and fans know him for the fact that he fought against legendary pirates such as Roger, Whitebeard, and many others. In fact, Whitebeard and Sengoku seem to have some history with each other, having fought on several occasions.
One Piece: The 39 Strongest Characters in the Series
These are the strongest characters to sail the seas of One Piece World.
At the same time, fans also know that Roger considered him a worthy opponent, which, once again, goes to show that he was very strong. His power comes largely from his use of the Devil Fruit, a legendary Joan-type debutsu fruit. At the same time, he also uses all three types of Haki in battle, and no one should put the use of Advanced Conqueror's Haki beyond him.
Garp
Very easily, the strongest sea hero of the old generation, Monkey d. Garp. Fans know Garp to be a monstrously powerful man who can even defeat the Pirate King and fight against Rocks D. Xebec. His power was quite amazing, and he achieved all of that without the Devil Fruit.
Garp relied completely on Haki in combat and that just showed that he was in a league of his own. He could hold his own against even the biggest fighters during the God Valley event, such as Domi Reversid Rocks. Garp is truly a brilliant marine, and even though he's past his prime now, he's still a monster.
