Power level changed Dragon Ball Forever, the listing and ranking of fighters based on fairly arbitrary numbers served as a way to measure how strong/built a character was. Despite having such a huge influence on the series, official power levels can be hard to come by for all Dragon Ball characters.
We know the power levels of many of the main characters in the various arcs, but many others have never had theirs officially revealed. Although video games have their own scale for power levels, canon information from manga provided through things like guidebooks, chapters, pamphlets, and notes is quite limited. From what we know of Frieza Saga's power levels, these are the characters with the highest recorded power levels in Namek, considering only their strongest forms.

Nell – 42,000
We have no official sources clarifying what Piccolo's power level was in Namek, both before and after his fusion with Nell. Piccolo would definitely be stronger than Nel after their fusion, but we can see that Nel, despite being much weaker than Frieza in his first form, was still a very strong warrior in his own right.
As the strongest native Namekian, Nell was the planet's best hope against Frieza and his forces. With a power level of 42,000, Nel was strong enough to take on characters like Kui, Zarbone, and Dodoria, but the higher-ranking members of the Frieza Force, such as Captain Ginyu and Frieza himself, were way out of his league.
Krillin – 75,000
Krillin gets made fun of a lot, but he's one of the 100% human characters in the series, if not the strongest. He did manage to play a solid role in Namek, going up against Guido and Recum, though his limitations were apparent in those fights.
But Krillin grew stronger as the saga progressed, towards its end his official power level stood at an impressive 75,000 according to V-Jump. That's still far less than needed to compete with Frieza, but Krillin managed to help out during his time on Namek and came home to Earth stronger thanks to his experiences there.
Captain Jeanneau – 120,000
One of Frieza's strongest henchmen, Captain Ginyu had a major problem on Namek. Not only was he the strongest opponent the Z-Fighters had to take on before fighting Frieza, but his body-changing technique made him one of the hardest opponents to plan against.
Ginyu managed to swap Goku's body, but didn't get much out of it. Outside of Goku, Ginyu was strong enough to take out other characters like Gohan, Krillin, and Vegeta with ease. He was certainly a tough opponent, but overconfidence and short-sightedness led to his defeat.
Gohan – 200,000
The Frieza Saga was incredibly important to Gohan's development as a fighter. Gohan's training with Piccolo helped him get a head start as the Saiyan attacked, but the duel with Namek saw him grow a ton.
Gohan started out at a relatively low power level (1,500) but became much stronger as things progressed, thanks to fighting various enemies and unlocking his potential in the Gurudwara. At the end of the saga, Gohan's power level was around 200,000. It wouldn't have been enough to defeat Frieza in his first form, but it made Gohan one of the strongest fighters on Namek.
Vegetables – 250,000
The Frieza Saga was the first time that Vegeta teamed up with the Z-Fighters, and thanks to their combined efforts, he became much stronger than when he returned to Earth. Although still weaker than Frieza and unable to exact direct revenge for his men as a result, Vegeta managed to defeat Frieza's most powerful men on Namek, who once could have easily taken him down.

At the end of the Saiyan Saga, Vegeta's power level was around 18,000. When Namek started, it was as high as 24,000. With all of Vegeta's battles and close calls with death on Namek, he managed to become 10 times stronger by the end of the saga, and by the time the androids appeared, was the second strongest fighter on Earth next to Goku.
Frieza (Final Form 100%) – 120,000,000
Frieza was an absolute menace on Namek, taking out everyone until Goku came along and was more powerful than most. Even when Goku appeared, Frieza was no pushover and served as the former's greatest challenge to that point.
Appearing in his first form with a power level of 530,000, Frieza proceeds to show how absurd the series' powerscaling has become, with his 100% final form putting him at a power level of 120,000,000. If Goku hadn't overcome his limits and become a Super Saiyan, Frieza would have easily handled his opposition.
Super Saiyan Goku – 150,000,000
Speaking of Goku, when he arrived on Namek, he was stronger than most on the planet. Initially starting with a power level of around 90,000, Goku was able to double it against Captain Ginyu for Kaio-Ken. After he regained his body and recovered from his injuries, Goku's next recorded power level was 3,000,000.
When he transformed into a Super Saiyan, Goku reached a power level 30,00,000, 30,00,000 stronger than Frieza at 100% power. At that point, Goku was able to easily handle Frieza's attacks, making light of his efforts. Although he didn't finish Frieza, Goku was able to completely overwhelm him and didn't seem to struggle much after the transformation.
