In fact, it is said that anyone who has a contract with an emu essentially becomes a vessel for them to control however they wish. The Holy Knights are just puppets for Emu, like the Five Elders. Thus, whatever they do, they cannot disobey the emu. On top of that, Emu's own powers are far greater than any Holy Knight seen in the world of One Piece.
