Monkey D. Luffy is the captain of the Straw Hat Pirates and one of the four emperors of the sea. Despite only starting his journey a few years ago, Luffy has become one of the most powerful pirates a piece. Luffy's battles have helped him grow as a fighter, and they have also improved his abilities. Currently, Luffy can use all three types of Haki, and he has also learned to use advanced versions of them. However, he still lacks experience, so there are some one-piece characters that have high Haki.

Shanks

Shanks is the most powerful character alive in One Piece. Like Luffy, Shanks rose quickly through the pirating ranks and became the youngest emperor in history. What makes Shanks' rise so impressive is that he was able to achieve so much with just hockey.
Since he has been fighting for so long, his Haki has become so refined that it is impossible for an opponent to beat him. Shanks' winning streak is his strongest asset. It has been confirmed that he can use it to cancel his opponents' vision of the future, putting them at a significant disadvantage. Shanks' Conqueror's Haki is also extremely powerful, as he managed to intimidate the Admiral without lifting a finger. As things stand, Shanks is a better Haki user than Luffy.

Skipper Gabon used to be Gol de Roger's left-hand man. It is unclear when he joined the crew, but it is confirmed that he stayed until the crew disbanded. Prior to the Elbaf arc, there was much speculation about Gaban's strength, but Oda put everyone to rest when the Straw Hats landed in the land of giants.

Scopper Gaban has no devil fruit, but that doesn't stop him from being the strongest fighter in one piece. Gaban has mastered the use of all three Haki types, and he is also one of the few people who knows how to bypass the regeneration of holy knights. While Luffy doesn't know how to use Haki to hurt immortals, Gaban remains superior to the young pirate.

Whitebeard was the captain of the Pirates. He was different from most big-time pirates because he didn't want fame and power. Whitebeard only cared about his family and their safety. Over time, it became forbidden to attack a member of the Whitebeard Pirates, as it meant risking a battle with “the strongest man in the world”.
Whitebeard had Gura Gura no Mi, a devil fruit so powerful, it could destroy the island in seconds. Still, Whitebeard didn't just rely on Devil Fruit. He mastered the use of Haki, as it allowed him to fight other Devil Fruit users. Whitebeard didn't get enough opportunities to display his hockey prowess, except for one time to match Roger's hockey. From his recent performances, it's pretty clear that Luffy hasn't hit Whitebeard's level yet.

Gol de Roger was the king of pirates and the strongest character of the old era. Roger was a brave and courageous man who did not shy away from any challenge. He welcomed the fight with open arms.

Davey D. J. Beck

Davey D. Zebek Bhagwan Valley was the main attraction of the event. Even though many big names were involved in the event, he stole the show. Davey D. Zebek was a pirate who believed in his power. In fact, this is how he recruited new crew mates.
Zebek didn't have the Devil Fruit, yet he was still at the top of his age. To date, he remains the only pirate to have killed an admiral. Zebek was also an elite swordsman who used his Haki in battle.
Emu
Leader of the world government
Emu is the de facto sovereign of the world, surviving since the events of the Zero Century. They hold absolute power in the world government, and do whatever they say. Emu never used their powers before the Elbaf arc, but after seeing them in action, it became clear why they are at the top of the food chain.
Emu has access to many abilities including Haki. They used their Haki on Elbaf, and it was so powerful that even the people of the Underworld were able to sense it.
Joyboy
The first pirate in history
Joyboy was the first pirate in history. He was probably from an ancient kingdom, the existence of which has almost disappeared from everywhere. Joyboy was the number one enemy of Emu and the rest of the world government.
The 20 allied nations sought to destroy Joyboy and the Ancient Kingdom, and unfortunately, they succeeded in their efforts. However, their victory does not diminish Joyboy's status as a legendary character. Since Joyboy has yet to fully appear in the story, it is difficult to gauge his power. However, there is a strong chance that he may be the strongest hockey user in the history of One Piece. After all, his sealed Haki was so powerful that it defeated five elders and sent four of them back to Marizoa.
