With its unique moves and incredible stats, Zygarde is not only the strongest Dragon Pokemon in the game, but one of the strongest overall.
Also, Rayquaza cannot be used until you finish the DLC and Zygarde is available at the end of the base game, You can actually use Zygarde throughout the entirety of the Mega Dimension DLC. That said, the only downside with Zygarde is this Mega development cannot take place unless it is fully formedWhich only happens after Zygarde drops below 50% HP, meaning you have to take damage to use it.

Since legendary Pokemon are banned from online ranked games, there's no arguing that Garchomp is the best dragon-type on your team.. with it Crazy stats and dual typing of Dragon/GroundGarchomp is truly a monster in almost any battle. Apparently, Pokemon knows this too, because it is One of the few Pokemon to receive a second Mega Evolution In Mega Dimensions DLC.
In addition to its traditional Mega, Garchomp is also getting a Z Mega Evolution, making it even stronger and faster than the original Mega Evolution.. That said, keep in mind that Z Mega Evolution burns through Mega Energy quickly in exchange for more boosts. Of course, even without its Mega Evolution, Garchomp isn't going to struggle either way.

Whether you're happy about it or not, unfortunately there's no way around this fact Rayquaza is the strongest Dragon type in the game, and just one of the strongest Pokemon overall. All in Pokemon Legends: ZA and Mega Dimension DLC. Beyond its crazy stats, it's also is the only Pokemon in the game that has the unique advantage of Mega Evolving through moves and not stones.
This means that Rayquaza not only has Mega Evolution to make it even stronger, but it doesn't occupy Rayquaza's item slot. but, You are free to give items to make it stronger. Life Orb can be used to boost damage, Sharp Beak can help fuel a flying move, and Shell Bell can help keep Rayquaza longer in a match.
