The Boruto series has done an incredibly good job of introducing many giant monsters into the story. When the series began, fan favorites Momoshiki Otsutsuki and his relatives were introduced. Later in the series, the Inner of Kara were introduced into the story, and each of them posed a significant threat to Boruto Uzumaki and the ninja world in general. Over time, more of these monsters appeared in the story and they have continued to grow stronger ever since.
Currently, the greatest threat to the world of ninja faces comes in the form of the Shinju, monsters born from tentacles thanks to the code's power. Shinju is considered incredibly powerful. When they first debuted in the story, it was very clear to fans that their abilities were on a completely different level compared to the vast majority of characters. Kod, with his powers fully unlocked after his encounter with Amado, also fought against Shinju. During this time Boruto Uzumaki, who trained with Sasuke Uchiha and later Kashin Koji, also struggled to come to terms with Shinju.
The story made it clear at this point that Shinju was on a completely different level compared to most of the threats the Boruto series had seen. This is the reason why their threat seemed so big. Every single Shinju was said to be stronger than the average Otsutsuki, and that made them truly special. However, in the future chapters of the Boruto manga, this particular factor seems to be gone away from them now. For some reason, Shinju is being mixed up with normal shinobi who shouldn't be able to reach that level of strength. At this point, Boruto's powerscaling makes no sense.

Naruto and Sasuke are currently sealed. But eventually, they will have their biggest fight in Boruto.
However, later down the line, it was rather strange to see Araya, Yodo and others were able to match Shinju in power. Fans thought it was a fluke, but then, too Konohamaru almost managed to kill a ShinjuAnd fans know that Konohamaru isn't as strong as the average Kage, yet he was bringing someone down to Otsutsuki's level.
Mamushi broke Boruto's powerscaling
In later arcs, Ikemoto has done something even crazier. When Mamushi invaded Konoha, it became very clear that he was going to cause all kinds of problems for the village's shinobi, and it was mostly because of his incredible ninjutsu. Mamushi has the special ability to split herself into multiple clones. However, his clones are not just regular shadow clones. When someone uses shadow clones, their chakra is divided equally, and their power is also divided. This is the biggest drawback of using any clone-type technique. But this does not apply to Mamushi.
Mamushi's ability is to grow as many numbers as she wants. He does not lose power or chakra while doing this. But there is a drawback. The more he is divided, the more his intelligence decreases. – Kashin Koji
This is because Mamushi's power never splits when she clones herself, nor does her chakra reserve. The only thing that falls is his intelligence, as is made clear repeatedly in the story. This meant that when Mamushi cloned herself more than fifty times, her power did not decrease one bit, and all fifty clones were equal to the Otsutsuki-level power that she was introduced to.

Now, in the most recent chapter of Boruto, fans saw the small-time characters Beak somehow brings these Otsutsuki-level clones into battle with a simple expansion jutsu.And that makes absolutely no sense. Chocho should not be strong enough to take out Otsutsuki-level threats. Of course, it goes without saying that the intelligence of Mamushi's clones has decreased dramatically, but that doesn't mean they have to fall short of an expansion jutsu that the characters in Naruto Part 1 can perform.
Otsutsuki should have more durability than that, as well as enough strength to kill people despite their extremely low intelligence. It makes no sense and has ruined Boruto's powerscaling forever..
Boruto needs better direction in writing
Powerscaling in Boruto makes no sense to begin with, but, in the latest manga chapter, it makes even less sense. Fans were expected to like it Boruto Uzumaki, Sarada Uchiha, and many other new generation characters had already surpassed Naruto Uzumaki and Sasuke.But, given the current state of events where Chocho is taking down even Otsutsuki-level enemies, it's clear that Naruto will easily demolish these characters, just like Sasuke.
This gives fans new hope that these characters will be monstrously powerful when they return. But, at the same time, it also means that the power scaling in the series is beyond repair at this point, and there's nothing any fan can do about it.
