It's an exciting time to be one Dragon Ball the fan The anime is finally coming back after an extended hiatus, and while we don't know when the manga will return, fans are jumping for joy at the news of the remake of God's Destruction Beerus Saga and adaptation of the Galactic Patrol Prisoner Saga.
Taking place after the Tournament of Power, the Galactic Patrol Prisoner Saga will tell us about the adventures of Goku and the gang after their miraculous victory against some of the multiverse's strongest fighters. With that in mind, here's a look at the strongest characters involved in the saga, aside from the usual OP suspects, like Beerus and Whis.

The Dragon Ball Super: Galactic Patrol arc will continue the story, and fans are hyped.
seven-three
Seven-Three may be a very versatile fighter, but he is not necessarily the most powerful. Instead, much of what makes Seven-Three a difficult opponent stems from his copy ability, which, as it turns out, allows him to copy the abilities of another fighter.
There are some limitations that make it less daunting than it might seem at first. For starters, Seven-Three can only use the capacity for half an hour. He can copy someone's ability just by touching the back of someone's neck, and can only copy three people's abilities at once. He is a tough opponent to deal with, and we will see how unique a fighter he is in the anime.
Gohan
Because it already does Super hero Gohan will never be as strong as he is now. Fans who are happy to see Gohan resurrected will have to put up with a version of the character that isn't as strong as we know he could be.
Just because Gohan isn't at his best doesn't mean he's a pushover. We see him overwhelmed by some characters, but he does enough to show fans why he has so much potential, and how strong he can become with the right approach to training.
Saganbo
Most of the time, someone like Saganbo wouldn't even be worth mentioning. The galactic bandit brigade leader isn't much of a threat to Earth's defenders, but for Moro he gets a huge power boost. Although it's not really earned, it makes Saganbo an incredibly powerful opponent for a time.
We see that he can handle himself against Gohan, Piccolo, and Android 17 and 18. That's not even a knock against them. This shows how incredibly efficient Morrow's energy transfer is. Although he is a very durable fighter considering his low power level, Saganbo cannot sustain his massive increase in power and goes out on a disappointing note.

At this point in the story, Vegeta is still a bit behind Goku, but he's managing to close the gap even further. While he may not be as strong as Moro, we see Vegeta being effective and contributing meaningfully under the arc, showing some great growth up the post.
Vegeta travels to Yardat and learns soul control, as Goku did after defeating Frieza on Namek. Vegeta learns a useful technique to fight against Moro; Forced soul fragmentation. It allows the user to manipulate energy, serving as an excellent way to thwart Moro's ability to absorb people's life force. He may still play a supporting role alongside Goku, but Vegeta shows how versatile and adaptable he is as a fighter in this saga.

The main villain of the saga, Moro will be the most interesting and unique villain Super Until the anime got to Granolah Survivor Saga. Known as Planet-Eater Moro, you quickly notice that Moro has earned a fearsome moniker. Unlike many of the main villains, Moro is not a pure fighter, but a talented sorcerer who uses magic to gain the upper hand in battle.
Moro's magic makes him an unorthodox threat, requiring more than ordinary techniques to overcome. His ability to absorb life force makes him nearly impossible to defeat, and he gains Seven-Three's copy abilities when he absorbs her, giving him an entirely new arsenal of attacks, including Ultra Instinct. Thankfully, Goku and Vegeta each manage to play their part and take him down, but this proves to be, if not their, toughest fight yet.
goku
You know that Goku is going to be one of the top characters in every arc. Goku's years of training and insane ability to adapt and overcome any and every obstacle thrown his way in battle make him one of the strongest characters in each saga.
Thanks to his training with Merus, Goku has a very good feel for Ultra Instinct during the saga, but even that alone wasn't enough to stop Moro. As Moro uses his powers to fuse with Earth, Goku thanks him to his Perfect Ultra Instinct Giant Form, easily closing the gap between the two and destroying his head crystal, ending him.
Merus
Merus may not seem like much at first, but he is an incredibly powerful asset in a fight against Moro. As the top dog of the galactic patrol, Merus can hold his own quite well, and while you can expect characters like Goku and Vegeta to easily take him out, he's actually the strongest of the bunch.
Merus is revealed as a trainee angel, stronger than most mortals and below full-on, experienced angels. As an angel, he cannot directly intervene in mortal affairs, holding him back significantly. He has mastered Ultra Instinct and serves as a great resource for Goku in his own journey to master this technique. Unfortunately, Merus interferes too much in the mortal world during the saga and is wiped out, but not before he helps get rid of Moro's power-stealing abilities and swing the odds in Goku's favor. Thankfully, Merus is brought back by the Grand Minister, but this time as a mortal. So while he's not as strong as he is currently, Merus was the real MVP of the Galactic Patrol Prisoner Saga.
