Future trunks: 5 (actually 3,000,000)

Raditz: 1,500
Raditz may be one of the weakest villains Dragon Ball history, but at the time of his introduction, he was far from the only strong enemy Goku had ever fought. At the beginning of the Saiyan Saga, Raditz has a power level of 1,500, leagues above both Goku and Piccolo, who were sitting at full power at 416 and 408 respectively.
The 1,000 power level difference was enough to force Goku to give up his life to stop Raditz. The fact that Goku and Piccolo battled Raditz really put into perspective how out of control the power level grew. Dragon Ball Z Deep into the Frieza saga.

Nappa: 4,000
More than twice as strong as Raditz, Nappa was Vegeta's right-hand man during the Saiyan Saga and is responsible for killing most Z-Fighters in single combat except for Super Buu during the Battle at Kami's Lookout. With a power level of 4,000, it made Tien, Chiaotzu, Piccolo, Krillin and Gohan all work together to stand a chance. And even then, no one could defeat Nappa until Goku came along and Kaioken destroyed him.
For what it's worth, Gohan, Piccolo, and Krillin come very close to killing Nappa several times. Working together, Krillin and Piccolo locked Nappa in a multi-hit combo that would have been good for Gohan had he not gotten cold feet during the fight and refused to fight. Throughout the Saiyan Saga, Toriyama makes a point of showing off the Z-Fighters can Defeat enemies with strong power levels, as they fight intelligently.

Paragus: 4,200
Based on power level alone, Paragus was one of the strongest Saiyans on planet Vegeta, before Frieza committed genocide against their race. It makes sense that someone as strong as Paragus would have a son as powerful as Broly, who was born with a power level of 10,000. Paragas might not be able to take on King Sabja, but he was strong enough to survive in Vampa and would be able to defeat every Saiyan as of the beginning of the Saiyan Saga, save for Sabja.
Unfortunately, Paragus has long passed its prime Dragon Ball Super: BrolyK's story starts off deep, and not even able to scratch the weaker members of the Z-Fighters like Goku, Vegeta, Frieza, or Yamcha and Chiaotzu. Frieza eventually kills Paragus and blames the crossfire of Broly's fight with Goku and Vegeta for forcing Broly to turn into a Super Saiyan.

Bardock: 10,000
Bardock may be a low-class warrior, but that doesn't mean he isn't powerful in his own right. After gaining a genkai boost after the battle with Dodoria Dragon Ball Z: Bardock – Goku's fatherBardock's power level skyrockets to 10,000. This makes Bardock stronger than all Saiyans except Prince Vegeta. Unfortunately, Bardock immediately goes to fight Frieza and the rest of the planet is killed along with Vegeta.
While Dragon Ball Super Doesn't feature an official power level for Bardock, he's just as strong as Bardock in the TV special, if not more so. During a flashback to the Granolah saga, Bardock not only puts up a good fight against Gas, he briefly taps into a terrifying technique like Ultra Instinct. Gohan: 200,000
Like many characters, Gohan's last recorded power level in Dragon Ball Z It was during the final battle with Frieza on Namek. With some genkai boosts and the master unlocking his abilities, Gohan's power level slowly rises to 200,000. In reality, Gohan's rage surge meant that his power level briefly reached even greater heights.
Second Form Frieza has a power level of at least 1,000,000, but Gohan was able to damage him successfully, meaning that at least some of his attacks were in the seven-figure range. That said, Gohan's resting power level was only 200,000 and he managed to get a few good hits in on Frieza before he needed Piccolo to save his life.

Vegetables: 250,000
Vegeta begins the Saiyan Saga at a power level of 18,000 and ends the Frieza Saga at a power level of 250,000, experiencing massive growth in Namek by abusing Zarbon, Ginyu Force, and later on, several Genkai boosts in his battles with Frieza. Unfortunately, Vegeta isn't strong enough to fight on Frieza's level.
During the final battle with Frieza, Vegeta is easily knocked out and beaten to a pulp before being killed in front of Goku. Vegeta is left to plead with his rival to kill his greatest enemy and take the pride of all Saiyans. Sadly, even if Vegeta did go Super Saiyan on Namek, the SSJ multiplier wouldn't be enough for him to beat Frieza. Final form Frieza at 100% power would still be able to kill the Super Saiyan Vegeta at long range.

Fruit of Boosted Turles: 300,000
He's not canon, but Turles is one of the most powerful Saiyans Dragon Ball Z. Although his base power level is usually set at 19,000 (making him stronger than every Saiyan in the Saiyan Saga), he manages to fight Goku with a power level of around 30,000 before eating the fruit of the Might Tree. Once Turles eats the fruit of the mite tree, his power level increases to 300,000, making him slightly weaker than first form Frieza. Considering how much Turles' power level increases after eating a single fruit, eating a second fruit from the Tree of Might would make him more likely to be as strong as Final Form Frieza rather than Super Saiyan Goku on Namek. When it comes down to it, Turles is one of the most powerful characters DBZ.

Super Saiyan Goku: 150,000,000
If Goku hadn't become a Super Saiyan in Namek, no one would have been able to defeat Final Form Frieza. It's only thanks to the Super Saiyan multiplier that Goku's power level increases enough to put Frieza in his place. Legendary Super Saiyan Broly: 1,400,000,000
Dragon Ball ZThe original version of Broly was designed to be the single strongest villain the Z-Fighters faced. Broly's Legendary Super Saiyan form continuously grows stronger as he fights, meaning his power level can reach a maximum level of power until he is defeated. Even in his own film, Broly technically wins. The only reason he loses is Goku's Miracle Punch, which defies all the rules of power-scaling, so the heroes can win.
Although he does not have an official power level in canon, Dragon Ball SuperBroly's version is even stronger. Legendary Super Saiyan Broly in DBS is so powerful, Goku and Vegeta are forced to fuse into Gogeta to stand a chance against him. Even that's not enough, as Gogeta must turn Super Saiyan Blue – a literal form of God – to ensure victory. Broly's current power level is unlimited.
