The first person to access this power was none other than the Sage of the Six Paths, Hagoromo Otsutsuki. In her case, this power was the result of Kaguya eating the Chakra Fruit on Earth. He was born with the power of the Rinnegan, while his brother, Hamura, was born with the power of the Byakugan, which eventually evolved into the Tenshigan.
