the world of a piece It is home to many elite groups, and membership in each group does not come easily. The Seven Warlords of the Sea are the most powerful pirates in the Paradise half of the Grand Line, for example, and the ranks for the Four Emperors are even higher. Each generation has its own talented talent that can make it into these groups, such as Dracul Mihawk, who proved worthy of joining the warlords while the group existed. Now the question is: Why didn't he move to the emperors?
No one can be emperor of the sea, but then again, Mihak is no ordinary pirate. He is the world's top swordsman, a master of blades that still puts Roronoa Zoro to shame, and his fame has spread far and wide across the Grand Line. Mihawk's fans want him to take the next step and reach the pinnacle of his glory as Emperor, but at this rate, it will never happen. Even if a slot opens up among the emperors, Mihak is unlikely to claim it, no matter how great his prowess. There are some good reasons for this.
How does Mihawk qualify to become Emperor of the New World?
To be Shanks' rival is the honor of a lifetime
power level at a piece The story continues to pop up again and again as the story progresses, but even after the story expanded into Hawkeye and awakened the Devil Fruits, Dracul Mihawk remained relevant. It's remarkable for someone introduced so quickly to be ranked as one of the world's most talented fighters, doubly so because Mihawk doesn't have a Devil Fruit to call his own. Mihawk's battle kit is rather “basic” by most standards, with him only using his large sword Yoru, and two types of Haki in battle. The color of his observation is like hockey a piece's Sharingan, Mihawk is able to easily track an opponent's movements and retaliate with great precision. His weapon's Haki color is highly advanced, to the point where he has permanently coated Yoru's blade, hence the dark color of the weapon.

Gunko's true identity is revealed to be Princess Shuri, and she has a deep connection with Brooke dating back 60 years.
Above all, something a piece Fans say that Mihawk deserves to join the Emperors because he is a sworn rival of his fellow swordsman, Shanks himself. Notably, Shanks is actually one of the Four Emperors, and has held this position since Luffy's childhood. Shanks is the last of the original four emperors, surviving in the New World while Whitebeard, Kaido, and Big Mother met their different fates. Fans are all aware of how powerful Shanks is, even if he rarely demonstrates it, such as striking out against Whitebeard during a humble duel or ending the Battle of Marineford with his presence alone. And of course, shank's ball, swordplay, and hockey are roughly equal.
If a proper emperor like Whitebeard can be a serious rival to Shanks, then if Mihawk is also Shanks' rival, surely Mihawk is on the same level as Whitebeard and Shanks. This is a case where A = B and B = C, then A = C, with A being Whitebeard, B shanks, and C being Mihawk. Combat strength is a major indicator of rank for many a pieceThe most respected or feared groups, from the sea war-fighters and the four emperors to the admirals and the animal pirates, are elite pirate crews. Mihawk is in this league as a former warlord who calls Shanks his rival, and he has certainly earned the respect of both Zoro and Sir Crocodile. It all adds up to make a strong case for Mihawk's emperor material, but there are still a few factors holding him back.

Mihawk feels like emperor material thanks to his elite fighting skills, his rivalry with Shanks, and his high reputation as the world's top swordsman. Critically, though, Mihawk lacks in other areas where Real Emperors excels. It is true that Mihawk can shake hands with emperors like Shanks and Whitebeard, but Mihawk does not with these emperors. The greatest asset any emperor has is a fleet to command, Mihawk has none.
Emperors have that title because they are the leaders of vast pirate fleets, which hold a firm grip on each emperor's territory in the New World. No one can be king or emperor unless the people rule. The Whitebeard benevolent emperor claimed many of the islands under his protection, and Kaido ruled Wano alongside Kurozumi Orochi while Big Mother was queen of her own group of islands. These emperors also commanded their own powerful fleets, from the Blackbeard Pirates and Beast Pirates to the Whitebeard Pirates.
One Piece: Stronger characters can defeat Loki, ranked
Loki is an absolute monster. These powerful one-piece characters don't stand a chance.
In comparison, Dracul Mihawk has no fleet to call his own, not even a common crew. He's completely alone and apparently prefers it that way, so if he's only commanding himself it would be silly to call him an emperor. Mihawk is oddly modest in this regard, to the point that his own ship was a tiny piece of wood on the Baratie Ark long ago. Mihawk calls Muggy Kingdom home and feels like a king there, but that's not enough to justify him the leader Like normal emperors. Mihawk needs Perona's company more than rivaling Zoro's to say he has his own fleet.
What's more, Mihawk's ambitions are very different from other emperors. Other emperors tend to dream big, such as Kaido and Grandmother both aspiring to claim a piece of treasure to rule the world, or Blackbeard following his late father, Rox D. Like Zebeck, he aimed to overthrow the world government. The Emperors live up to their reputations as they make big plans to reshape the world, while Mihawk dreams small. This lonely swordsman only hopes to find a worthy opponent who can surpass him and ease his boredom as an elite swordsman with no equal.
It's a common “lone master” trope in anime, someone being too powerful or skilled for their own good, and it's the only real motivation that Mihawk has. Emperors do not like rivals, but they demand more from themselves and the world. Joining the Cross Guild with Crocodile was also just an attempt to stabilize his life and protect the pesky Marines and other factions. By trying to get away From the competition, Mihak has only distanced himself from the status of emperor, and frankly, that's a dream.
