The main criterion for being a God of Destruction is to have the greatest incomparable power in one's universe. While this is true for Sidra, his overall power is really lacking as his energy of destruction fails to wipe out Goku and Frieza when the latter deals with him. While this may not speak to his true strength, as he claims to be unmatched in defensive barrier techniques, it is enough to land him as the weakest destroyer.

In an exhibition game between the Destroyers, the Mules had very little impact from an offensive standpoint. At first, he was simply used as a distraction by Beerus to redirect the others' focus. Later in the fight, however, there was a short panel that showed him sporting Liquor and Helles at once, which at least puts him above Sidra.

Hell's power, and the main power of Universe 2 in general, was incredibly annoying to watch. However, in the very brief fight moments fans saw of her, Hales showed some remarkable strength, such as when she attacked Liquor with an arrow that was strong enough to pierce her arm. Other than that, she is mostly only seen on the sidelines.

Despite being a strong universe, Evan was weak

This is the first point where there is a big difference between anime and manga. Being a very active Destroyer who takes his job seriously, Evan had one of the best mortal ranks in his universe and was exempt from the Tournament of Power. However, his performance during the Destroyer Exhibition Match actually showed him beaten at various points, so many consider him one of the weaker Destroyers.
However, the version of the sparring match in the anime showed Ewan in a completely different light as Liquor and Arak's equal.
Champa is a fun but weak character

As one of the most prominent destroyers in the story, Champa is the god of destruction for Universe 6 and Beerus' twin. However, he is even lazier than his brother and, by his own admission, has not trained for decades, making him fat, slow and relatively weak. In the Destroyer exhibition game, he was mainly used as a ragdoll by Beerus and didn't have many accomplishments, although the brothers' mere presence shook the universe when they met, which was a nice moment.
Gin had no appearances in the anime or manga

Giin is the God of Destruction for Universe 12 and is one of only four whose universe was exempt from participating in the Tournament of Power due to its high mortal level. As a fighter, though, there's almost nothing to go on when ranking him, as his only contribution to exhibition play was getting caught in other people's attacks and dishing out a barrage of blasts.

Like Giin and Evan, Arak is one of the few whose universe is exempt from tournaments due to its power. Unlike them, however, Arak actually showed great prowess in the anime and manga versions of exhibition matches, where he went toe-to-toe with everyone he went up against. In the anime, the three destroyers were more or less equal in power, but in the manga, he still held his own.
Rumshi's ability was enough to paralyze other destroyers

Now begins the strongest Gods of Destruction tier. Rumshi is easily one of the greatest of the group as his brute strength and special abilities are best used in exhibition matches. Being the loudest roar in the multiverse, Ramsashi can temporarily paralyze enemies as strong as the Gods of Destruction, during which time he can inflict heavy damage on them. Using it, he was able to significantly hurt Quitella and a few other destroyers by charging them.
Liquiir is the strongest of discount destroyers

Liquiir is the only destroyer out of all of them that had incredible performances in both the anime and manga. During both iterations of the Destroyer exhibition match, Liqueur showed incredible mastery of his Ki, unleashing powerful Ki blasts that all the other Destroyers knew they had to steer clear of. Due to his speed, strength, and amazing ki control, Liquor is one of the strongest gods of destruction.

In the anime, Belmode is said to have defeated Beerus in an arm wrestling match many years ago, which many believe is because he is physically stronger than him. In the manga, he was shown to be very powerful as he managed to trap all the destroyers in his attack, which they said would kill them if it landed properly. Because of this, and his cunning and ruthless nature, Belmode is one of the most formidable foes he can face.
