HM Slaves are Pokemon whose sole role in a team is to learn HM moves so that battle-ready Pokemon don't have to waste their move slots. The best HM slaves are Pokemon that can be taught multiple HMs, are easy to catch, and can be found early in the game. Here are some great options FRLG.

Fly, Surf, and Waterfall are some of the best moves of their type even though they are HMs. Fly is an extremely strong physical flight-type move, Surf is the most reliable special water-type move, and Waterfall is the best physical water-type move out there. It won't hurt to have your main party Pokemon learn these moves.

All three of these Pokemon are easily obtainable in both Pokemon FireRed and LeafGreen. In fact, all three can be obtained before you get your hands on any of the HMs.

Paras can be found on Mount Moon, Magikarp can be bought for 500 from the NPC at the Pokemon Center on Route 4 (evolved into Gyarados at level 20), and Farfetch'd can be obtained by trading a Sparrow to the NPC in Vermillion City.

You can replace Gyarados with Poliwhirl or Lapras, but both of these Pokemon are harder to get than Gyarados, and are less useful besides.

Psyduck and Golduck are Pokemon FireRed Edition exclusive, which means it is not possible in combination Leaf green without some trade.

Fly is the hardest and easiest HM to find Pokemon at the same time. This is because Pokemon that can learn Fly are very powerful, and are not Pokemon that you would normally want to use as HM slaves. These are Pokemon like Charizard, Aerodactyl, Dragonite, Mew, and Kanto's three legendary birds. Of the “weak” Pokemon that can learn Fly, Farfetch'd is the only one that can learn the extra HM move (Cut), making it a great choice for the move if you don't plan on having the main party Pokemon learn it.
