In the jutsu combat system Naruto There is an official ranking system, and ninjas who use those techniques. These ranks are meant to accurately describe each ninja's level of experience and power, but of course, Naruto Anime is loaded with exceptions or unusual cases. Some chunin and jonin are weaker or more normal than their genin juniors, and some of those special genin can outshine even normal jonin.

Genin may officially be the lowest-ranking ninja outside of the academy students, but some of them have become true powerhouses that need no promotion to dazzle everyone. Four special ninjas are like this, some of them have actually attained the rank of Kage while others are content to let their actions speak for themselves.   • Naruto Fans are wise to skip filler arcs to maintain pacing and focus on relevant story arcs, but filler episodes can offer something truly special once in a while. One example is the filler character Kosuke Maruboshi, who adds a whole new perspective to the value of official ninja rank and experience. Kosuke is an elderly genin with decades of hard-won experience under his belt, making him the total opposite of the pre-village days when ninjas often died young.

    Kosuke is a great example of how experience and determination can make up for a lack of special traits such as Kekkei Genkai or a higher rank. Other ninja would be embarrassed to even enter their 20s as genin, let alone become an elderly genin, but this is how Kosuke wants it. This is his self-punishment for the careless actions that killed his teammates, but despite his heavy guilt, Kosuke is a powerful fighter who can take on multiple ninjas at once with his cookware-based fighting style. He's not as strong as the other Genin who rival Kage, but he's still worth mentioning.

In the Land of Waves arc, Kakashi expands on Naruto's worldview by mentioning how there are ninja younger than Naruto but stronger than Kakashi himself. Obviously, Gaara of the Sand was one of those young powerhouses, but like Naruto Uzumaki himself, Gaara could be more normal and lovable than a living weapon. Gaara's power level is the envy of any Genin and even some Kage, though Gaara would probably trade it all to be normal like his brother and sister.

As a Jinchuuriki, Gaara was an innate powerhouse who was soon feared as a demon, causing Gaara's mind to be in a constant state of bloodlust. He completely crushed the opponents in the Chunin Exams arc and nearly destroyed the Leaf Village hidden as Orochimaru's secret weapon, only for the Talk Jutsu to change everything. Later, Gaara made the leap everywhere from Genin to Kazekage, but his power level never multiplied by the same amount. The only reason Sasuke left the hidden leaf village was so he wouldn't have the chance to return home to take the chunin and jonin exams, staying at such a low level. It didn't matter anyway, because Sasuke cared more about his actual power level than having a rank on paper to make it official. Sasuke showed no regard for his home village's chain of command, acting as a single agent who wanted Itachi dead at all costs. As of the Kage Summit arc, Sasuke was powerful enough to fight all the Kage and survive, an amazing feat even for an Uchiha.

As his rival, Sasuke, became a mortal enemy, Naruto Uzumaki cared more about his actual power level than his official ranks. Like Sasuke, Naruto left the Hidden Leaf Village to train with a member of the Sannin for a few years, so he never got the chance to retake the Chunin Exams anyway. Naruto felt jealous and a bit insecure at first seeing his old friends become chunin or jonin, but that didn't last. Unlike Sakura or Shikamaru, Naruto had the benefit of Sannin training and Kurama's titanic chakra, meaning Naruto was poised to become stronger than all of his friends combined.
