While the first part of the manga only showed fans the potential that the next generation of shinobi carried, Two Blue Vortex completely flipped the script and showed these characters now fulfilling their immense potential. Many powerful characters in Boruto have reached the level of cage and some are even going to cross it. The standards set by the new generation are very high, and it's clear to see them surpass the vast majority of the older generation ninjas in doing so. Here in Boruto all the next generation ninjas are already Kage-level.

Mitsuki is incredibly dangerous, and his overall abilities are already said to be greater than Orochimaru's.
Considering that Orochimaru himself was a kage-level ninja, the fact that Mitsuki can reach even greater heights shows that he is already above the level of the average kage. In the future of the Boruto series, Mitsuki can grow even more, and this makes his character incredibly exciting.

Shinki Gaara's adopted son and Sunagakure's future. He is known as an incredibly talented ninja, especially as he has the same skills as the Third Kazekage, who is said to be the greatest Kazekage in the village's history.
Shinki can control Iron Sand and use the Magnet Release Kekkei Genkai. It's an incredibly powerful ability with which he can hold his own against Shinju even for a short time. Shinki sacrificed his life to save Gaara in his most recent battle. Despite not seeing his full power as an adult, Shinki is definitely a Kage-level ninja, as he was able to perform well against Shinju.

Delta Kara was once a member of the Inners, but now, she is one of the strongest assets Konoha has. Delta is an incredibly powerful character, and even though she has spent over three years in Konoha, it goes without saying that she is the village's shinobi. Delta has immense power, but most of her power comes from scientific technology. She has the ability to project powerful beams from her eyes that can destroy anything, and she can also absorb large amounts of chakra.
More than that, Delta can use his body to produce powerful appendages with which he can skewer his enemies. Delta is so strong that she can even hold her own against Six Paths Naruto Uzumaki, and that's no joke. She is far above Kaz's level and is easily one of the strongest in the entire world.

Kawaki possesses immense power, the likes of which can only be rivaled by a few. His Kokugan lets him use Tsukunahikona and Daikokuten freely, and it goes without saying that it's far above Kage's level in this story. In terms of overall strength, he will continue to grow.

Boruto Uzumaki
Boruto Uzumaki At the moment is one of the strongest ninjas that exist in this story, and after the timeskip, he has developed a lot. Boruto was trained by Sasuke and then by Kashin Koji. Right now, Boruto is so strong that he can easily defeat Kod. More than that, Boruto Uzumaki can even fight against Shinju, and with the power of Otsutsuki Karma that he has now mastered, he is practically unstoppable and above the level of five kage.
What's more, Boruto Uzumaki continues to grow in terms of power. By the time the story ends, he may be the strongest shinobi the world of Naruto has ever seen, and that's something fans are eagerly waiting to see.

Very easily, Naruto is stronger in the next generation Damon. Damon is Eida's younger brother, and like her, he is blessed with the power of Shinjutsu. His overall fighting abilities are said to be greater than Jigen's, placing him above Otsutsuki level. More than that, he has the Shinjutsu of Shibai Otsutsuki which allows him to reflect any attack thrown at him, even things like killing intent.
Essentially, Daemon is nearly impossible for anyone to take down in combat, and that's due to the incredible power he possesses. It is easy to see why he is a shinobi far above the average kage level. His full power has yet to be explored in the series, but as the story continues, Damon will receive a lot of attention.
