A powerful state
Introduced in the Holecake Island arc, Germa 66 is defined as one of the most prominent criminal empires in the entire setting. Ruled by Judge Vinsmoke, the group's main fighters are his children, who undergo intense body modifications from a young age to strip them of their humanity and turn them into killing machines.
As such, the fighters in Germa 66 rely entirely on their extensive modifications, so none of them use Haki or Devil Fruit powers. Of course, the abilities they possess are incredibly powerful and strong, giving them immense speed, strength and durability, which has made them infamous around the world.
Elizabello has the strongest attacks in the story
King of the Kingdom of Prudence
One of the side characters of the Dressrosa arc and an important ally of the Straw Hats against the Donquixote Pirates, Elizabello is not really someone fans remember much. However, he is known as the 'Fighter King', and he competes in the Corrida Colosseum to obtain Mera Mera No Me for his kingdom.
The real reason Elizabello made this list is because of his signature move: the King Punch. This punch is an incredibly powerful attack that doesn't rely on any Haki or Devil Fruit powers, but is strong enough to shatter stone and reinforced structures with ease. It is said that a fully-powered King Punch could even defeat Yonko, though that remains to be seen. Although it takes an hour to charge, the full power of this attack can defeat multiple enemies at once.
Frankie has proven some powerful upgrades

Frankie Enies became an important part of the Straw Hats from the end of the lobby arc, and since then, he has proven himself to be the greatest engineer and shipwright in the current setting. However, on top of that, his vast knowledge of engineering and technology also makes him a very skilled fighter.
Through frequent upgrades and modifications to his robotic body, Frankie has transformed into an incredibly powerful character who has even been shown to take out Tobiroppo's member. In his General Frankie state, his power grew rapidly, and with the recent introduction of a new power source in Elbaf, Frankie is on his way to becoming even stronger.

Dori, Brogi and Hazrudin have shown immense strength without hockey

To cheat a little, the availability of Haki for various generations of giant warrior pirates has not been fully confirmed or denied. Naturally, it's very likely that Dory, Brogi, Hazrudin, and other members of this crew have Haki, but it's never clearly shown or explained.
Regardless, the sheer size and power of the giants is enough to place them at the top of the fighters in the series. For example, Dori and Brogi's Haokoku sovereignty attack is the strongest attack in the series without any visual imbuement of Haki, and Hazrudin managed to defeat Machvise without any Haki or Devil Fruit, despite weighing 10,000 tons.

In addition, Emmett's physical strength was so great that he was able to take Elders head on, one of his punches was so strong that it broke Saint Topman Warkari's teeth. This is a particularly notable moment as Warkari was so durable in his Fengxi form that Luffy's conqueror's haki-coated punch didn't even phase him and, in fact, damaged Luffy.
Shirahoshi is born with an unnaturally powerful ability

Unlike the others on this list, Shirahoshi is not a fighter by any stretch of the imagination. Due to her kind and timid nature, she is incredibly sensitive and cries at any chance. Despite this, Shirahoshi is born with the most broken and strongest abilities in the entire series.
Because she is the princess of the Fishman, she has an ancient power that is only reserved for others in the royal line. He is the current incarnation of the ancient weapon Poseidon, which allows him to control giant sea kings to do his bidding. This power is incredibly broken and does not rely on any Haki or Devil Fruit.
Junesha is an unstoppable giant elephant

At some unknown point in the Zero Century, the Junesha were cursed to walk forever to atone for their sins. In time, the minx found their own land, Zou, behind Junesha, which alone speaks to the immense size and scope of this titanic existence, as Junesha dwarfs entire islands.
As such, it should be noted that there is practically nothing and no one who can stand up to this behemoth, which can be seen with their presence in the Zou and Wano arcs. One of Junesha's ultimate goals is to break down Wano's walls, which they can only do because of their incredible stature.
