Rinnegan is one of the most powerful dojutsu that exists in the world NarutoAnd it offers the Divine Six Paths powers, far beyond the likes of the Sharingan and Byakugan. Masashi Kishimoto made the Rinnegan extremely rare, and through The Rune Naruto series, only a handful of characters have managed to evoke it. Even among those who use this power, not all have developed the same level of control over this eye, and some are certainly better at using it than others.

Nagato Uzumaki
The first user of the Rinnegan revealed by Kishimoto in the Naruto series was none other than himself Nagato Uzumaki. Nagato was a war orphan from Amegakure who was born with the power of the Rinnegan. In fact, this eye was implanted in him at birth and belongs to Madara Uchiha. Still, due to his Uzumaki lineage, Nagato was able to skillfully control the Rinnegan's powers over the years, and completely mastered this eye. In the end, he ended up becoming the leader of the Akatsuki.
Nagato created the Six Paths of Pain, and his control over each aspect of the Rinnegan was immense. Nagato could do things like summon the Idol of the Outer Path and bring countless people back from the dead, which was only possible because of his vast chakra reserves. Nagato's strength was such that he surpassed Itachi Uchiha. He can empower Naruto and Killer Bee with the Nine-Tails at the same time. Unfortunately, Nagato, being crippled, greatly limited his overall strength. He remains one of the greatest users of the Rinnegan to this day.

ten tails
The Ten-Tales is a legendary entity that exists in the world of Naruto and plays an important role in the Fourth Great Ninja War. After all nine tailed beasts are absorbed by the Gedo statue, the Ten Tails is officially born, and this beast is so strong that it is said to be the destroyer of worlds. It also wields the Rinnegan, and while it doesn't exactly do anything with it, the overall power this eye gives off is incredible.
Such is the power of the Ten Tails that the entire Shinobi Alliance struggled to rival it in terms of power. In fact, on several occasions, the Ten Tails could casually wipe out an entire shinobi alliance, making it a force to be reckoned with.
The true power of the Ten-Tails Rinnegan can only be brought out after becoming its Jinchuuriki. When Madara became the Ten-Tails Jinchuuriki, he could draw more power from his Rinnegan, and after absorbing the God Tree, he gained the Rinne Sharingan on his forehead, an evolved form of the Rinnegan with which he could cast Eternal Tsukuyomi.

Obito Uchiha
Like Nagato, Obito Uchiha Also gained access to the Rinnegan at one point in the story. After Nagato Uzumaki's death, Obito personally sought him out and stole his Rinnegan. However, unlike Nagato, Obito could not handle both Rinnegan at the same time because its strain was too high. As such, he used only one of the Rinnegan to keep the other away.
With the power of his Rinnegan, Obito was able to create his own Six Paths of Pain, in which he sealed the Tailed Beasts, and he brought all kinds of chaos to the battlefield. He can also summon the Idol of the Outer Path and use cursed chains to bind powerful tailed beasts. Obito was certainly not the best user of the Rinnegan, but it certainly allowed him to compete at a much higher level in terms of overall power.

Momoshiki Otsutsuki
Momoshiki Otsutsuki Very powerful, but his control over the Rinnegan was definitely not special. Unlike most characters, Momoshiki held the Rinnegan in the palm of his hand. He had two of these eyes, and each of them performed a special function. With one, Momoshiki could absorb any form of jutsu, and with the other, he could dish out the same jutsu but multiplied in terms of power.
Momoshiki was incredibly strong overall, but as far as his Rinnegan control goes, it seems that he probably didn't rely on the power of the six paths and didn't even know how they worked properly. Furthermore, Momoshiki wasn't that strong until he fused with Kinshiki, and before that, his overall level was rather weak.

Madara Uchiha
Madara Uchiha He was the first ninja to awaken the power of the Rinnegan, and he did so after the final battle with the Senju in Hashirama. In this battle, Madara cut pieces of Hashirama's flesh and mixed them with his own body. This led to the mixing of Indra's and Asura's chakras, which gave birth to the legendary eye when he was near death. When revived, Madara Uchiha finally regained access to his Rinnegan, and he was able to display powers that hardly anyone could rival. Even Hashirama stood no chance against Madara when his eyes finally turned to him.
Madara's dojutsu allowed him to use all the powers of the six paths, and on top of that, he used the power of Limbo Hengoku, an ability unique to him. This allowed him to summon four clones from a parallel dimension that were invisible to normal humans. Of course, Madara was a skilled user of this eye.

Sasuke Uchiha
Sasuke Uchiha After meeting Hagoromo Otsutsuki, Naruto gained the power of the Rinnegan during the Fourth Great Ninja War. The Sage of the Six Paths granted him half of his chakra, and it transformed one of his Mangekyou Sharingan into a Divine Eye. After awakening it, Sasuke had already gained immense power and was able to compete with the likes of Six Paths Madara in battle. He became powerful enough to completely split Madara and defeat him in terms of power.
What's more, Sasuke also gained the ability to use the power of Amenotejikara, a short-range space-time ninjutsu with which he can exchange any space around him, including himself. Sasuke's use of his six path powers was absolutely brilliant, and he was completely unstoppable when he was at his best.

Hagoromo Otsutsuki
The strongest user of the Rinnegan seen in the Naruto series is undoubtedly the Sage of the Six Paths, Hagoromo Otsutsuki. Hagoromo was the son of Kaguya and was born with the power of this eye. His dojutsu was so special, it is classified as the only KKK mora. Hagoromo could easily use all the power of the six paths and the seventh path, but most of all, he could use the power of creation of all things, which probably came with his Rinnegan.
Using this power, Hagoromo can give form to anything and then breathe life into it, essentially becoming a god himself. Hagoromo's power was practically unstoppable, and while his true power was never seen, it goes without saying that he was an absolute monster to face in battle.
