Saint Emu Nerona's character design is unique. In general, One Piece characters have certain characteristics that are well reflected in all the designs that Oda draws. However, the Nerona emu is remarkably different. In fact, at first glance, one might say that Emu doesn't look like any traditional One Piece character design, but that's actually what makes him incredibly unique.
The emu sports a somewhat female presence, which is a telling sign of royalty in various stories. The emu also sports white hair covering half of its face, as well as giant horns, which may indicate a connection to the ancient giants of a fragmented world. At the same time, the emu has tan skin, which is incredibly rare in the One Piece world, and only known to the Moon race. More than that, emus have white tattoos on their bodies, which may stem from some scientific ability they possess. The fact that Emu sports a black ring around his neck shows that his Devil Fruit, called Akuma no Mi, is fully awakened. On top of that, Emu also wields a weapon that looks like a bicento, carrying a sharp blade at the top, which likely ranks as the highest grade blade.
Oda's character design for the Sovereign of the Worlds also shows him supported by black wings when he transforms, as well as a holey tail, which once again indicates that he has the power of a devil. This is supported by the revelation of the Devil Fruit ability, which has no name but is titled “The Devil's Fruit”, or Akuma no Me, reinforcing the fact that it is the most powerful ability of all.

Breaking the emu's connection to the moon and giants
When it comes to the emu's physical appearance, what stands out the most is the skin and grayish white hair. Established long ago by Oda in the Wano country arc, these fragments are a sign of the lunar race of the world. The Lunarians were once known as the Gods of the World, and it is said that they long ago lived above the Red Line in what they called the Land of the Gods. At some point, the World Government established Marizoa on top of the Red Line, and the Lunarians were scattered across the globe.
Now, things are starting to add up, and it seems that the emu may be one of the Lunarians, or at least a half-moon, who is primarily responsible for the destruction of this race. It also makes sense why Emu decided to build Marizoa on top of the Red Line, since that was supposed to be his home in the first place. The emu's horns also suggest that he has some sort of relationship with the giants of the world, but this may also be a key indicator of their Devil Fruit abilities, especially since it allows him to transform into a devil. The giant race connection has yet to be confirmed, but it is intriguing.
How the design of the World Ruler indicates awakened potential
Whenever Oda shows a Devil Fruit Awakening, he gives some pointers that point to it. For opponents of a piece The world, especially related to world government, Oda rings a dark cloud around his neck. Rob Lucci and Kaku both had these rings when they tapped into their awakened Devil Fruit form, and so did the five elders. Shamrock displayed the power of Cerberus in the Elbaf Arc, and also had a black ring around its neck, indicating the use of the Devil's Fruit Awakening.

Emu also uses this dark ring, only in his case, all the eyes are embedded there, which suggests the complete mastery of the fruit and the fact that all limits have been crossed. It would have been surprising if Nerona hadn't picked up Imu's Akuma no Mi.

Obviously, Imu's character design is absolutely incredible from top to bottom. This character design is unique, and the feminine touch Oda gives it makes it even more interesting. On top of that, it perfectly reflects all of Emu's main characteristics and sets him up as a formidable villain to face Luffy and Loki in the Elbaf arc. Of all the character designs Oda has done so far, Emu may have the most terrifying yet stunningly elegant, and fans can't wait to see what the World Sovereign does when he lands on the battlefield.
