Silver Ray used to be the Pirate King's right-hand man, but he was just as feared as his captain. Rayleigh also earned the title “Dark King” which struck fear into the hearts of his enemies. As one of Roger's most devoted underlings, Rayleigh wielded a great deal of power.
Even in his old age, Rei is a threat, as proven by his fight against Kizaru. The Admiral admits that bringing down Rayleigh is not a task he can accomplish on his own. As far as hockey users go, Rayle is one of the best in one piece. He has mastered all three types of hockey. On top of that, he is also an elite swordsman. With all of these things in mind, there's no way Sanji can beat Rayleigh with his current abilities. Rayleigh can beat Sanji, it's clear Gaban can too.

Shanks

Shanks is the captain of the Red Hair Pirates, and one of the strongest characters of the piece. He is a prodigy who has mastered the use of Haki. Shanks is able to use all three types of Haki as well as their advanced versions.

Shanks' mastery of Conqueror's Hockey is nothing short of incredible. This enables him to prevent his opponent from using future vision. Rendering someone unable to use one of their strongest abilities gives Shanks a huge boost in fights. In addition, Shanks' armament and Conqueror's Haki significantly increase his destructive power, making it nearly impossible to avoid his attacks. If Shanks were to fight Sanji, the latter would be wiped out.

Figarland Shamrock

St. Figureland Shamrock is the son of Figureland Garling. Also, he is the Commander of the Holy Knights. Shamrock made his proper debut in the Elbaf arc, where he appeared with other holy knights and tried to make Loki one of them. However, the latter refused, after which Shamrock attacked him.

Sengoku and Blackbeard admire his power, and for good reason. Hancock has Mero Mero No Me, a Paramecia-type Devil Fruit that allows him to tap into people's sense of lust. Additionally, Boa Hancock is an expert at using Haki, and she can use it like any other top-tier fighter. Sanji didn't stand a chance against Hancock for two reasons. First, Sanji doesn't hit women. Second, Boa Hancock is very high in terms of strength.

Kuzan

Kuzan was a sea admiral, meaning he was one of their greatest weapons. Before becoming an admiral, he trained under Garp, which made him physically superior to most people. At some point, Kuzan gains access to the Hie Hie no Mi, a Logia-type Devil Fruit that allows him to create ice at will.
Kuzan can collect large amounts of water in a matter of minutes, allowing him to pass through without any problems.
Due to his prowess as a fighter, it is possible to assume that he has awakened his Devil Fruit. Kuzan also seems to be well versed in the use of Haki. Otherwise, he wouldn't survive fighting with Sakazuki for several days, even with heavy losses. The current version of Sanji cannot defeat Kuzan, but that may change in the future.

Loki
Loki is the prince of Elbaf and the most powerful man in One Piece. As an ancient giant, Loki towers over ordinary monsters and humans. Loki's larger size significantly increases his strength and stamina, enabling him to deal more damage and tank more hits.
He ate Ryu Ryu no Mi, Model: Nidhöggr, a legendary Zoan-type Devil Fruit that allows Loki to transform into a dragon from Norse mythology. In this form, Loki can shoot powerful lightning blasts. Furthermore, Loki can also kill his opponents with his Ginnmoss Claw. If Sanji were to fight Loki, it would be a complete bloodbath, and the Straw Hat would be lucky to leave the battle in one piece.
