Loki, the cursed prince of Elbaf, is one of the most powerful users of Observation Haki in the Final Saga. Loki's eyes were considered cursed from birth, and as such, Loki appears to be blindfolded most of the time. Although his eyes are covered, Loki's Observation Haki allows him to see and feel incredibly well. He has shown incredible abilities when it comes to sensory perception and was able to sense the likes of holy knights from miles away.
Recently, even Loki was able to immediately sense the presence of Nerona Emu. At the same time, Loki, despite his gigantic size, is able to fight incredibly efficiently against smaller people, which requires precise observational hockey skills. To fight at the level he does, one needs to have complete control over this ability.

Fujitora
One of the Navy's three admirals, Fujitora is an incredibly exceptional user of Observation Haki, and that's primarily how he's forced himself to develop as a fighter. At some point in his life, Fujitora blinded himself to the injustice of the world. Since then, he has only used his Observational Haki to perceive things around him, and as such, forced his skill to its absolute maximum level.
Fujitora can see the auras of all the people around him, and he can sense things across the entire country. The fact that he is hardly ever overwhelmed in battle shows that despite not having eyes, he is incredibly good at using this power. In the final saga, he's definitely going to be incredibly relevant.

Sanji
Sanji is the Straw Hat Pirates' cook and at this point a skilled user of two types of Haki. According to Oda himself, Sanji's specialty is observational Haki, and it is a form he has developed over the years.
Sanji can sense things like emotions incredibly well. He can detect danger from miles away and is capable enough to dodge attacks from anyone who can see into the future and practically pinpoint his movements. Sanji can also use his Observation Haki to spread throughout Elbaf and pick up threats away from the surrounding area. In many ways, Sanji's observational Haki is even better than Luffy's, as Oda himself points out.

Charlotte Katakuri
Charlotte Katakuri is one of the three sweet commanders of the Big Mom Pirates and an incredibly powerful fighter with a bounty of 1.057 billion berries on her head. Katakuri is strong, but what really makes him special is his ability to see the future. He has trained his Observation Haki so much that he can see glimpses of the future, and this makes him almost unbeatable in combat for most.
Even landing a single hit on Katakuri is quite a challenge, as was evident when Luffy took him into battle. Only those who can see the future and the elite who are incredibly fast can actually deal with him efficiently. Katakuri can see several seconds into the future and, based on that, manipulate his body accordingly to avoid all hits. More importantly, he skillfully counterattacks against his enemies.

Nerona emu
King of the World, Nerona Emu has an incredibly strong bag of abilities, and among them is Observation Haki. Emu's Haki spread over a wide area, as was evident from his presence in God Valley. He was able to pinpoint the location of Teach and Eris with ease, and that goes on to show great precision.
The emu can sense the voices of individuals, showing high-level observational haki control, but the true extent of this ability is currently unknown. Emu will definitely rank among the best but not the top.

Monkey D. Luffy
Monkey D. Luffy Overview Haki is an extremely powerful user who has mastered the ability over the years. Luffy has been able to see into the future ever since his fight against Katakuri, and he has been steadily improving this ability with each passing arc.

Shanks
Shanks is a user of all three types of Haki, and while his specialty is the Color of the Supreme King, his Observation Haki is also incredibly skilled. Shanks can see several seconds into the future. In fact, of all future vision users in One Piece, Shanks' future vision Haki is the best, as he was able to see more than ten seconds into the future with ease against a child.
This allows him to destroy any enemy in battle, with only a select few able to stand up to his immense power. This, when combined with his ability to kill observation Haki of his enemies, makes him nearly unstoppable as a fighter. Shanks' full abilities are still unknown, which means his control over observational hockey may be even greater.

Scooper Gaban
So far, Scoper Gabon is the best user of observation hockey a piece. In Elbaf, he is a Yonko but a monkey d. All of Luffy's attacks were easily dodged. Gaban has the ability to see the future, as evident when he sees a vision of his son dying in front of him. More than that, Gaban could spread his observed Haki over the whole of Elbaf, and given the size of the country, this is quite a feat.
Perhaps Observation Haki's greatest achievement is that he was able to sense the presence of Shamrock Figarland and Gunko, both of whom were using their abilities to completely erase their presence and prevent them from being picked up by stronger Observation Haki users. Despite that, Gaban was able to sense their presence and efficiently track their movements. Even before their arrival, Gaban could feel his ominous haki coming from the Orust castle.
