The second Tsuchikage IwagakureMu is known to be one of the strongest ninjas in the village. In fact, his power surpassed even Onoki's, as he could split himself and erase his chakra signature on top to manipulate particle style.
However, he is not as legendary as Onoki because he did not establish himself in any major battles. He was actually one of the most brutal ninjas in existence and was eventually killed in battle by Genzetsu Hozuki, whom he also managed to kill before he could fight.
Gara
In the history of the hidden sand village, Gara Easily the most legendary Kage. While this title was previously associated with the Third Kazekage, Gaara's achievements in the Fourth Great Ninja War saw him become a legend. Gaara saved his village by putting his life on the line and he also saved Naruto Uzumaki.
Gaara also proved his worth as an incredible young war general in this battle and ensured the victory of the Shinobi Alliance. Without Gaara, victory in the battle would have been impossible, and Naruto Uzumaki would have died as well.

The Third Raikage
The legend of The Third Raikage Kirigakure is etched in history and will be remembered for ages. He led his village into the Third Great Ninja War, and is said to have fought 10,000 shinobi for three days, all by himself. In the end, not a single person could penetrate his extremely powerful lightning armor.
He died of chakra exhaustion, but his legend lives on to this day. It is said that he was so powerful that he could defeat even a tailed beast in a fight. He is one of the few Raikage considered to be the best in the world of Naruto.

Senju in Tobira is the second Hokage of Konoha and is easily one of the most legendary figures in the world. Tobirama has done much for the development of Konoha over the years, but he is also the most polarizing Hokage due to the Uchiha's racist behavior.
However, he also developed Konoha Ninja Academy, ANBU and many other facilities that are popular around the world. He led the overall democratization of Konoha and raised an admirable young generation of shinobi by instilling in them a fiery will.

He was largely responsible for mobilizing the forces in the Fourth Great Ninja War, including the likes of Kaz. Madar also considered him the main thorn in his path. The Fourth Hokage of Konoha, Minato NamikazeEngraved his name in the history books when he single-handedly ended the Third Great Ninja War and on top of that, saved Konoha from Kurama's attack many years ago. Minato is one of the most legendary Kage to ever live, and his extended role in the Fourth Great Ninja War only served to add to his list of legendary achievements.
Hashirama Senju
The first Hokage, Hashirama SenjuOne of the most legendary figures in the world, especially since he was responsible for the creation of Konoha in the first place. He also admirably led the Senju clan and convened the first Gokage Council.
Hashirama laid the foundation for the peace that the ninja world enjoys today, and without him the world would still be in turmoil. For that, and his legendary power, he definitely deserves the legendary title.
