Sakura Haruno
Sakura Haruno is one of the strongest ninja Boruto At this time. She's in her prime, and that gives the writers more reason to put her at the forefront of things. Of course, the manga is about the next generation of ninja, but Sakura and the others should be involved in the plot most of the time. Unfortunately, Sakura has barely been a part of the series, and this has made her an incredibly underrated character.

Konomaru Sarutobi
Could be one of the biggest disappointments in Konohamaru Boruto. Fans had high expectations from him in the Naruto series, where he played his small parts well. However, he has been embarrassed many times in Boruto. He will continue to be like this in the future, and there doesn't seem to be any hope for this character. Even after the three-year timeskip, Konohamaru is still extremely vulnerable. In fact, all of his students have already surpassed him and he is Kakashi's exact opposite, if anything.

Mitsuki
Like Konohamaru, Mitsuki was sidelined for the most part Boruto series, and he was never really given an opportunity to show what he was capable of. The plots surrounding her character were also completely sidelined, and overall, if she was removed from the story, she wouldn't affect the plot in any significant way. Hopefully, this will change in the future Boruto.

Hinata Hyuga
Hinata Hyuga should have been given a more prominent role BorutoAnd that goes without saying. She is in many ways a direct descendant of Otsutsuki, and Hinata is Naruto's own wife. She is a powerful ninja, who could do more than just be a housewife in the series. Unfortunately, the writers never saw it through and decided to cut it completely from the plot, except for moments within the Uzumaki family, where she appears to be a normal mother to her children.

Team 10
Boruto's Team 10 consists of Shikadai Nara, Inojin Yamanaka, and Chocho Akimichi. Aside from Inojin, who has only recently received some attention, these characters are completely sidelined and it's almost as if they didn't exist in the first part of Boruto. It's very sad, and just shows how little the author shows his side characters and the world they come with. In Two Blue Vortex, they have a somewhat more pronounced role, however, it would be far-fetched to say that they are weak.

Rock Lee
Rock Lee is another character from previous generations of Boruto that has been completely sidelined. This is incredibly odd, as he is one of the strongest in Konoha as he has mastered the eight inner gates. Fans should have seen Rock Lee at the forefront of things on several occasions, but, for some strange reason, it never happened.
Despite having a lot of abilities and powers to offer, Rock Lee eventually turned into an underdog character like many others in Boruto.

Kakashi's hand
The Sixth Hokage, Kakashi may no longer be in his prime, however, he is a man with a lot of experience, and at the same time, power to offer. Kakashi is rarely seen Boruto so far While he may have made a few appearances in the anime, the manga cut him out completely and it's almost as if he doesn't exist.
It would be somewhat inaccurate to call him underhelming just because he wasn't there. This is especially surprising, given the role of the character in the previous manga. Fans hope that he will show up and play an important role in Boruto to preserve his legacy.
