Go to Enoto Bay and destroy all the pirate ships there. Next, dive into the water and follow the tunnels until you reach a large room with a bunch of explosive barrels. Find a small barrel that you can pick up and put it on the bricked-up door. After shooting it, you'll be able to continue through the tunnels, which will eventually lead you to Blackbeard's treasure. You will receive Blackbeard's Treasure Map as part of the main story.
