A recent post on the Steam Community Forums confirmed this Portal: Alive and Kicking 100% complete and ready to go public after a long 15 year development cycle. However, according to a developer involved in the project, “we use the source code that Valve gave us,” and although the team initially signed an NDA, it wasn't until recently that this important non-commercial release form was signed. Since then, the developer has had no response from Valve, which has been waiting for a few months according to another comment from the same person in late June. A license is required “because we have modified Portal 2Source code to bring the project to life”. Until Valve responds, there is nothing to do, and Portal: Alive and Kicking Waits in the wings for permission to release.

A recent Reddit post on the Portal subreddit from user Livid-Active-3121 aims to draw some attention to the ongoing situation. Some users of the thread suggested emailing Gabe Newell directly for resolution. It's no secret that Newell often responds to random emails from fans, many of which are later posted online to show the strange interaction. Whether he will be able to solve the problem here, though, is another matter entirely.
It's surprising that Valve hasn't responded to help Portal: Alive and Kicking Make it release. The developer is generally supportive of fan-made projects, and permission is also granted Black MesaA complete remake of the original half lifeTo release commercially on Steam. That's not to say Valve hasn't shut down fan projects in the past — it has, where necessary. However, there has been prior communication between Valve and Co Portal: Alive and Kicking Team, that doesn't seem to be a problem here.
It's unclear what Valve intends to do Portal Franchise in the future. Radio has remained silent on the possibility of a studio Portal 3Leaving fans to theorize about what a potential new game in the series could look like. Given that it has already been 15 years Portal 2 was released, it's safe to say that Valve is in no rush to do anything with the IP, so it would be a shame if a project like Portal: Alive and Kicking Couldn't release and give fans their fix.
