In the entire institution of the Navy, there are only two characters who stand among the titans of the old generation of pirates. One of them is Sengoku, a character so powerful that Roger himself considered him an equal and named him one of the only two Marines who could actually stand a chance at taking him on in a battle.

Fujitora Has Some Of The Best Observation Haki

After the events of the legendary Marineford War, the Navy underwent a significant restructuring, which saw the departure of Aokiji and the promotion of Akainu to Fleet Admiral. Due to this, there were two vacant Admiral spots, which were then filled by Aramaki and Issho, the latter of whom proved to be insanely powerful.

Using his Logia Devil Fruit, which allows him to become and manipulate light, alongside his Haki, Kizaru was a terrifying foe for anyone to face.

During the events of the Sabaody Archipelago arc, Kizaru’s interference was what defeated the Straw Hats and led to the time skip.
