For all their differences in strength and abilities, Broly and Jiren are similar in many ways. For example, when they were introduced, they were both much stronger than Goku and Vegeta in their Super Saiyan Blue states, enough to completely ragdoll the heroes in their most powerful forms at once. Both these mortals proved that one does not need God to reach the highest level of power.
In fact, both opponents needed a power-up to defeat them that was far greater than anything that had come before it. Now, the fandom is split between whether Jiren taking on Ultra Instinct Goku or Broly taking on Super Saiyan Blue Gogeta was more impressive, but what is clear is that without a substantial power boost on top of what they already had, there was neither. A way for Goku or Vegeta to defeat these enemies. However, with contextual analysis and additional clues from within the manga, it can be speculated that Broly might just be the more powerful of the two, at least for now.
The main reason is confirmed Super manga; One does not need to use god ki or other divine techniques to win. In the manga, Beast Gohan and Granolah's incredible speed made them so fast that Ultra Instinct Goku's Instinctive Dodging could not react to their attacks, suggesting that Broly's unmatched ability may have eventually allowed him to defeat Goku if he used Ultra Instinct in his battle. .
While Jiren also held his own at first, Ultra Instinct Goku played with him until the end of their fight. With all of this in mind, the length of time Broly lasted is really a testament to how strong he is, as Gogeta's Ultra Instinct is much stronger than Goku's.
A counterargument here would be something about how quickly Jiren dispatched Golden Frieza compared to Broly, who beat him by an hour. The answer is Super hero movie, where Vegeta states during the tournament that Jiren's power was not much greater than his or Goku's, just that his level of control was much higher. So, it just goes to show that he knows how to maximize his power while Broly, in his frenzied berserker state, was taunting his enemy without even thinking about what he was doing. Although Broly has perfected his Berserker Saiyan state and can control his powers to become even stronger than before, fans have no idea what has been going on since Jiren's Tournament of Power ended.
Being a fighting genius as well as a master at controlling and applying his powers, it is entirely within the realm of possibility that Jiren has also unlocked some version of Ultra Instinct. After watching Goku unlock the kingdom during the tournament, Jiren could have trained for so many years to do so and, seeing how calm and collected he already was, could have achieved it much easier than Goku. If that's the case or if he unlocks some other kind of power-up, this debate will surely arise again.
