As fans know, Shanks is with the Red Hair Pirates and is currently sailing the seas. He recently set out to exact revenge on Bartolomeo, and is currently looking for Blackbird. There is no way for this person to be Shanks, which means that it looks like another character, Joe, with red hair.
This then ties directly into Shanks' Celestial Dragon lineage, and gives fans an idea that Shanks has some interesting family members that they don't know much about.

He was accidentally kidnapped by the Roger Pirates, and he was raised by Roger and Raleigh in Oro Jackson. It is possible that other children, or possibly only one child, were successfully protected by the World Government. This child was probably raised by Garling to become a powerful member of the Knights of God.
Now that Saint Garling has become a member of the Five Elders, this Shanks may have risen to the rank of Supreme Commander of the God's Knights. Considering that this character is on the side of the World Government, it is very likely that he is evil and works for the World Nobles. Fans don't know what kind of relationship he shares with Shanks, but all will be revealed in time. At the very least, fans can now be sure of the fact that Shanks is not really evil, and his family holds many interesting secrets, some of which will be revealed to fans soon. The character is going to be deeply involved in the Elbaf arc, and fans can't wait to see her interact with Luffy, and later, potentially Shanks as well.
