The reason behind this was that he wanted it to be a pure fight between the boys who communicated their emotions with each blow. According to him, it was a battle that needed to be settled more than anything else, and indeed he received many criticisms from his editors, among others, but chose not to listen to them.

This was a very special touch for Kishimoto, and according to him, he wanted to draw this scene from Part 1 of the story. This was a long time ago and only goes to show that Kishimoto may have actually intended to lose both Naruto and Sasuke's arms long ago.
Of course, at the end of things, Naruto ended up getting a replacement arm due to Hashirama cells, while Sasuke chose to continue without an arm, possibly due to his journey to redemption only beginning at the end of the Naruto series. To this day, Sasuke carries the guilt of his actions with him, and it's a very nice touch for this character, and it shows that even after years of this war, Sasuke still considers himself a shinobi.
