What makes the white star amulet valuable in Path of Exile 2?
Stellar amulets of normal rarity, i.e., which have no modifiers other than the implied “+# to all attributes”, can be modified.

Astramentis is an incredibly strong item due to its ability to stack insane amounts of attributes (+80-120 in all attributes). It can be used in conjunction with 
The hand of wisdom and action
Furtive Wraps, another extremely valuable unique item, increase a character's attack speed and lightning damage based on how much Intelligence and Dexterity they have.
Only 'white' stellar amulets can be used to obtain Astramentis. Blue (magic) or yellow (rare) stellar amulets cannot be used for this purpose. This is why normal stellar amulets are worth more than their more upgraded variants.
Should you sell white stellar amulets or use the orb of chance
The percentage chance of getting Astramentis is astronomically lowWhich makes solo attempts inevitable when trying to get through the Orb of Chance method. Even trying to gamble with 100 Stellar Amulet might not net you an Astramentis, let alone one or two. Of course, there is always a chance to get supremely lucky, but it is impossible.
Whether or not you should sell your white star amulets is up to you. Selling one will net you somewhere in between 10-30 High OrbsDepending on the market rate of time, or you can try to reach the moon yourself and let fate decide your fate. This is a very high-risk, high-reward gamble, which each player must make his own decision.

How to use Orb of Chance to get Astramentis in PoE 2
Put a normal stellar amulet in your inventory, Right-click the Orb of Chance, and left-click the Astral Amulet to gamble Below are all the possible outcomes of using the Orb of Chance on the Astral Amulet.

The item is upgraded to a unique that shares the same base. In the case of a stellar amulet, there are two possible uniques it can turn into:

As a more general unique, fixation of Yix is a more likely outcome if you don't fail, a much less desirable outcome than getting Astramentis.
If the gamble fails, the Astral Amulet may – and may – be destroyed.
