The Mayor of Night City was killed, but by whom?
Lucius Raine was running for re-election for mayor of Night City for eight consecutive years. That was until his unexpected death. What first appears as a heart attack, quickly turns into a conspiracy with his rival for the mayoralty, Jefferson Peralez, a merc and a detective, V, and River Ward, to figure out how Lucius really died, and what, or who, killed him.
The investigation leads River and Vee to the Red Queen's Race, a sex club where River's braindance necklace has been infected with a deadly virus. However, the truth behind the attack was never discovered, and there are many perpetrators. Was it rigged by the system? After all, River's partner, Harold Hahn, was involved, but so were Arasaka, Militek, and Weldon Holt, as witnessed by the secret meeting at Arasaka Plaza. What is known about Mr. Blue Eyes is how important he is. He sees Jefferson Peralez's mayoral candidacy, he gives V a suicide mission to the casino in space, and he even saves Songbird's life. Mr. Blue Eyes' ultimate goal is completely unclear, but what is clear is that he wields a higher power that controls the entire night city. Is he part of the Rogue AIs from beyond the Blackwall, or is he just a political figure who goes above and beyond the NUSA?

Alt has made it clear that he is just an AI, and the Alt Cunningham Johnny knew no longer exists. However, that still doesn't explain what this AI version of Alt wants beyond Blackwall. Her hatred for Mikoshi and her need to go beyond the Blackwall could spark the end of the world if she grows in power and controls an army of Rogue AIs.
