The world of One Piece is full of brutal, sharp, infamous pirates. Here are One Piece's most wanted figures, ranked by their bounties.
He also participated in the Battle of Marineford, where he nearly saved Ace from death. Furthermore, Luffy helped Lilith, one of the Vegapunks, successfully escape from Egghead. Because of his actions, the world government slapped him with a bounty of 3 billion berries, making him one of the most notorious pirates in one piece.

Bounty: 3,996,000,000 berries
Marshal De Teach, better known as Blackbeard, is the captain of the Blackbeard Pirates and one of the Four Emperors of the Sea. Like Luffy, Blackbeard's rise to prominence has been sudden. Not long after leaving Whitebeard's crew, he became the Shichibukai and then the Emperor of the Seas.
Blackbeard has committed several acts of defiance against the World Government. Not only did he attack Impel Down to release one of the worst criminals in history, but he also caused a lot of damage to Marineford. Ultimately, Blackbeard's actions earned him a reward of 3,996,000,000 berries, nearly a billion more than Luffy's. There is a possibility that Blackbeard's bounty will rise again, as he wants to claim the world for himself. So, the World Government and Marines have no choice but to increase his reward.
Shanks
Bounty: 4,048,900,000 Berries
Shanks is considered the strongest character in One Piece. After all, he has extremely powerful Haki, which he only uses a few times. The first example was when Shanks stopped Ryokugu in his tracks and stopped the Admiral from hurting Luffy. The second Elbaf was out when he used Divine Departure to defeat Eustass Kid and end his adventure. Shanks also has the ability to cancel Future Sight, giving him an added edge in fights.
Unlike most pirates, Shanks is a decent person. He does not hurt people, nor plunder villages. But that doesn't mean the world government isn't aware of his power. The organization knows everything about Shanks, so he is worth more than 4 billion berries. Since the story takes place in the Final Saga, Shanks' bounty is likely to increase.

Whitebeard was known as the strongest man alive, a title that stayed with him until his death. He possessed the Gura Gura no Mi, a powerful Paramasia-type Devil Fruit that allowed him to create vibrations at will. With the Devil Fruit, Whitebeard can easily level an entire city in seconds. In his prime, Whitebeard was the only pirate who could match Gol de Roger in battle. In fact, the two fought several times during their lives.

Living up to the hype is no easy task, but these One Piece characters managed to do it.
After Roger's death, Whitebeard was considered the closest man to One Piece. Naturally, the World Government feared his power and was always wary of him, and at one point, the organization placed a bounty of over 5 billion on Whitebeard.
Buggy
Bounty: 3,189,000,000 berries
Buggy's life is far from normal. As a child, he was an apprentice on Roger's team of pirates. After the crew disbanded, Buggy went out to make a name for himself, but due to his limited powers, he stayed away from the spotlight. However, at the summit battle, Buggy's past came out into the open, and he became known around the world. The World Government also made Buggy a Shichibukai and he used this opportunity to create a business.
However, Buggy's fortunes did not stop there. After Big Mom and Kaido's defeat, the World Government declared him one of the Four Emperors of the Sea. It has also increased the buggy bounty.
Dracul Mihawk
Bounty: 3,590,000,000 Berries
Dracul Mihawk is the strongest swordsman in the world. He wields a yoru, saizō o-wazamono grade sword that he managed to blacken with Haki, proving that he is an experienced fighter. Considering Mihawk is the holder of such a high title, it is not surprising that he has taken down many elite swordsmen in his life.
Before becoming a Shichibukai, Mihawk hunted marines, earning him notoriety. The Marines were helpless, so they offered him the chance to join the Shichibukai. Mihawk remained a part of the Shichibukai until its dissolution. As a result, his bounty was reinstated, and he was once again hunted down by the Marines.

Big Mom Big Mom was the captain of the pirates and Queen of Toto Island. From a young age, it was clear that Big Mom was much stronger than any ordinary person. This became even more evident when she destroyed the entire village of Elbaf. When she grew up, Big Mother became involved with the Rocks Pirates, who were considered the strongest crew of their time.

Furthermore, he killed Kozuki Oden in cold blood. With Oden gone, there was no one strong enough to stand up for Kaido, which is why he ruled for so long.
Kaido's Uo Uo no Mi, Model: Seiryu grants him insane power, but he doesn't fully rely on it. He also mastered the use of Haki, which is why he was considered the strongest being alive. With his power level and penchant for violence, it's no surprise that Kaido has one of the highest bounties in One Piece.
Goal de Roger
Bounty: 5,564,800,000 Berries
Gol de Roger is one of the most important characters in One Piece. He is the one who exposed the secret of the world by reaching Laugh Tail. Roger also found a piece and realized that he had arrived too soon, so he began the Great Age of Pirates. Due to his continued acts of defiance against the World Government, he was given the highest reward in the history of One Piece.
Even if Roger hadn't found a piece, he would still have an extremely high reward. After all, he was blessed with very powerful Haki, with which he eliminated many big-name enemies.
Sakazuki
Bounty: 5,000,000,000 berries
Sakazuki isn't a pirate, so his bounty doesn't come from the World Government. Instead, it was the Cross Guild that placed a bounty on his head. Since he was a fleet admiral, Sakazuki received a bounty of five crowns, each worth 1 billion beri.
So, five crowns means Sakazuki is worth 5 billion berries, which is two more than Monkey D. Luffy.
