All Mr. Raccoon locations in East Raccoon City

mr. Raccoon #11 (Cafe Oasis)

When you arrive in East Raccoon City, you can cross the street to find Cafe Oasis, a building attached to the Applegate Hotel. Behind the bar at Cafe Oasis, in a cabinet, is the 11th Mr. Raccoon.

Make sure to grab it before going to the Applegate Hotel, or you'll have to backtrack later.

mr. Raccoon #12 (Logistics Warehouse Roof)

Go to the roof of the logistics warehouse accessed through the south building in the central camp. On the roof, where you grabbed the distributor detonator part, you can look northwest to find the 12th Mr. Raccoon on top of a van on the highway.

Mr. Raccoon #13 (Underground Parking Garage)

With the Cedarbrook Apartment Key, go to the apartment building gate east of Central Camp. Enter the underground parking garage below, and go to the first room in the north hallway. Face the east wall, and you'll find the 13th Mr. Raccoon in some boxes.

Mr. Raccoon #14 (Street)

After exiting the underground parking garage, you can head north to find an abandoned and rusted bus. In the front window of the bus, you can find the 14th Mr. Raccoon.

Mr. Raccoon #15 (Gas Station)

After exiting the underground parking garage, you can continue north to find the ladder that leads to the back of the truck, and then you can go to the gas station. From inside the gas station, you can find the 15th Mr. Raccoon on a shelf.

Mr. Raccoon #16 (Cedarbrook Apartments)

Go through the front door of Cedarbrook Apartments and head up the stairs. Take the right of the locked door and drop down to get the crank, then go back to the locked door that needs this crank item. Go up the stairs, and go back to the right building to find the 16th Mr. Raccoon in the rusty fridge.

Mr. Raccoon #17 (Street)

After getting the gas can with fuel, activate the gas generator north of the logistics warehouse, on the road west of the gas station. This will activate a shortcut back to the central camp through the large metal structure. Stand on the metal structure, and look at the open pipe on the left to find the 17th Mr. Raccoon.

Mr. Raccoon #18 (Ridgewood Station)

With the gas can with fuel, activate the fuel generator north of the central camp. Inside the junkyard area, you'll find a ladder. Take the stairs down to Ridgewood Station, and follow through the left tunnel to enter the station. Continue west, where on the train, you can find the 18th Mr. Raccoon in the seat above the box.

Mr. Raccoon #19 (Willis Tower)

With the gas can with fuel, return to the logistics warehouse roof via the elevator in the central camp. You can now fill up the gas generator to access the zipline at Willis Tower. Go upstairs and look on the southwest wall to find the 19th and final Eastern Raccoon City Mr. Raccoon on a shelf.

Mr. Raccoon #20 (Street)

After riding the motorcycle in Raccoon City Center, take a left into the west area instead of the alley. You can find the 20th Mr. Raccoon in the wreckage next to the rusted tanker.

If you enter the RPD you won't be able to return to this Mr. Raccoon, so it's best to do this first.

Mr. Raccoon #21 (Operating Room)

Venture west of the main hall to head to the West Office. From here, head north to the Operations Room. On the western wall, among some ruins, you can find the 21st Mr. Raccoon. If you're lucky, you might even find tofu hidden behind a pillar!

Mr. Raccoon #22 (Library)

From the main hall, head west through the hallways to reach the stairs that lead you to the library. Go to the north end of the library and look south on the bookshelf. 22nd Mr. Raccoon is hiding behind a pile of books.

mr. Raccoon #23 (Gun Shop Kendo)

After exiting RPD, head north to Gun Shop Kendo. After the cutscene, you'll want to go down the alley east of Gun Shop Kendo. You'll find an umbrella billboard, and to the left of the billboard in the window, the 23rd and final raccoon is City Center Mr. Raccoon.
