While many things are viable in Black Ops 7, some things are important to spend tokens on if you want to get the most out of this limited resource.

Closing things out, we have the Ghost Perk, which is one of the most useful perks in any Call of Duty title, and is especially the case with Black Ops 7. If you want to completely avoid enemy UAVs and scout pulses, unlocking the Ghost with a permanent unlock token is essential, and should be done as soon as possible. If you play a lot of objective-based game modes, you can expect the UAV to penetrate the airspace a lot, and this is a direct counter to that.

Outside of launchers, Ghost will give you a simple peace of mind, enabling you to move around the map undetected, supposed to pinpoint your location despite the many scorestreaks in the air. Ghosts have always been a great perk, and that remains the case here. You can't go wrong spending one of your tokens on it!

After that, we have the lovely Peacekeeper MK1. While it may not be the best assault rifle in Black Ops 7, it is undoubtedly one of the better offerings, although it functions more like an SMG than anything else. The fact of the matter is, this thing falls apart, especially when kitted out with attachments. It has a very fast rate of fire, great mobility, and can dominate most maps once you level it up a bit.
But, there's a small catch: the Peacekeeper MK1 is the very last Assault Rifle you'll unlock in the game, making the wait for it annoying. Unless you have the Vault Edition, you'll have to wait patiently until number 52, which is way too long, before you can get your hands on this beast. If you have a permanent unlock token to drop and love ARs, drop it at Peacekeeper!

Oh, perk greed, our dear. While it might be best to hold onto this wildcard until Ghost and Ninja, you should use a permanent unlock token on it at some point, as it allows you to equip four perks, enabling you to equip both Ghost and Ninja simultaneously, while also turning on things like Coldblood, keeping you off the grid.
As far as wildcards go, Perk Greed is one of the best in the game, and certainly one of the best that won't be unlocked until much later, at rank 33. This is unacceptable, considering how many things can track you or reveal your location, so having it in your back pocket, along with the perks, would be a substantial benefit!

Another great wildcard is in Call of Duty: Black Ops 7, Expert, which allows you to exchange your scorestreaks for perks, enabling you to earn three additional perks over the course of the game. While you lose access to powerful scorestreaks, getting three perks can literally be a game-changer, allowing you to gain Lightweight, Ninja, Dexterity, and so on.
If you don't mind sacrificing score streaks for perks, using your Permanent Unlock Token on Expert is a must, as you'll essentially become a god on the battlefield when you start popping off. Imagine gaining increased movement, ammunition when killing enemies, and silenced movement when going on a streak. That's huge and worth the tradeoff for us!

Ninja is the best perk in Call of Duty: Black Ops 7, as it completely silences your movements, allowing you to sprint around the map without making a sound, making it impossible for opponents to find you with your absurdly loud footsteps. If you love running around the map and being a thorn in the enemy's side, you should unlock Ninja as soon as possible with your permanent unlock token.
And, as you might guess, Ninja is such a powerful perk, you won't unlock it until rank 53, which is too high for our taste. This perk should be your first permanent unlock token purchase, as you'll get the most mileage out of it, especially if you play objective game modes like Search and Destroy!

Last is the devastating MPC-25 SMG, one of the best weapons in the game, and certainly one of the best SMGs. We like the Dravec 45 a bit more, since it's the last unlock in the game at SMG Rank 55, we think you should spend your permanent unlock token on it. If SMGs are your bread and butter, the MPC-25 checks all the boxes you need and then some.
Produce solid damage? Check it out. Excellent dynamics and handling? Check and check. Above average rate of fire? You understand. The MPC-25 is a beast of a submachine gun, and should be permanently unlocked as soon as possible. While we think perks and wildcards should be prioritized over weapons, it's totally understandable if you want to jump in first, because it's more than worth it!
