As the most iconic villain in the whole Dragon Ball franchise, Frieza has always stolen every single scene he's been a part of. From the earliest days of the series, Frieza has cemented herself as the most important figure in the story who will always be a thorn in the side of the main characters.
In the modern era, he has finally resurrected, sporting a new transformation that is far stronger than anything the heroes currently have an answer to. However, despite his overwhelming strength, there are still some Dragon Ball Villains who are either stronger than her or have the means to be more obvious, so let's see who they are.

Beerus is the strongest destroyer god

Although no longer a villain in the traditional sense, Beerus is the most formidable adversary the heroes have faced. When he was first introduced as the God of Destruction of Universe 7, the franchise's cosmic hierarchy grew exponentially, and his fight against the Z-Fighters proved that such a level of power would not be within the grasp of the heroes anytime soon.
However this remains the case, Beerus is no longer a villain and has allied himself with the Z-Fighters. As the God of Destruction, Beerus was chosen for this role specifically for his unbridled power, which is still superior to that of Black Frieza, so if the two of them fought, Beerus would be victorious against the Galactic Tyrant.
Zamasu's ultimate form was unstoppable

Zamasu was the most memorable and best villain in the whole Dragon Ball suffrage After assuming Goku's body to become Goku Black, he began destroying every trace of mortals across the universe, eventually bringing him into conflict with Goku and Vegeta, where he saw his most powerful form with the incredible Merged Zamasu State.
Eventually, it was also occupied by heroes. However, this villain's greatest situation came at the end of being unleashed by Trunks, who eventually released his essence into the fabric of the universe, making him omnipresent and allowing him to infect the furthest reaches of space. His power was so great that no one could do anything about it, prompting the arrival of the Grand Xeno, who had to wipe the entire timeline from existence.

The Morro arc introduced one of the strongest and oldest evils Universe 7 has ever known: Morro the Planet Eater. It was a villain whose immense power eluded him for ages until a fateful event, which finally saw him escape. Despite being imprisoned for millions of years, Moro did not learn his lesson and immediately proceeded to extract energy from multiple planets to reach his past strength.
Towards the end of the arc, Moro's powers had reached their absolute peak, though he lost his mind in the process. Here, he merges with Earth and threatens to destroy it, prompting a joint effort from the Z-Fighters to take him down. Of course, he was eventually defeated by Ultra Instinct Goku, the same form that Black Frieza defeated, but it was only through the combined efforts of all the Z-Fighters and a massive power boost through Forced Spirit Fission.

A strong wish
In one of the story's most unexpected twists, Gas finally made his debut as the most powerful mortal warrior in Universe 7. The way he achieved this was similar to Granolah, in that he made a wish through the Cerulean Dragon Balls in exchange for a significant portion of his life. The resulting fighter was someone who stood above the likes of Ultra Instinct Goku and Ultra Ego Vegeta.
It is known that he was eventually defeated by Black Frieza in a single hit. However, the full story has to deal with the amount of damage they face against some of the strongest warriors in the universe. Moreover, his will was quite dangerous as it increased his power instead of his lifespan, which made him irreversibly old. So, when he fought Frieza, his body was old and weak, allowing the galactic dictator to end him in a single hit. If he hadn't fought the others and only merged his body with Frieza, Gas might be stronger than him.
