Shinra is seen as an absolute devil, the demon that destroyed Raffles I's titan, so Shinra will face stiff resistance when he returns to the battlefield.
It strengthens the black tones Fire Force's finale, the hero is seen as a greater threat than any cultist. It's uncertain how Shinra will overcome his negative outlook, and even if he succeeds, it's also uncertain how Company 8 will return the world to normal – assuming they even can. Undoing the Great Catastrophe is one of the stakes here, and as all viewers know, it's already too late, and if it isn't, the solution is anyone's guess.
