Nejire should at least be a top five hero, and he has the incredible ability to pull it off. Fans also know that she has a very fun personality, and as such, nothing against her. It is possible that Nejire has not had time to establish herself like Mirio, and that eventually, she will go on to claim higher positions. But, for someone as talented as him, even a position above 7 seems too low.

Kirishima

Kirishima is a very powerful hero and fans always expect great things from him. In fact, he's easily one of the strongest in UA's Class 1A. Kirishima is Japan's number 12 hero, who while impressive doesn't really reflect his strength. Kirishima can easily move up and claim a spot in the country's top 10 heroes.
That said, there's actually a reason why he shouldn't be ranked higher. According to him, he is now going solo, which means he will get a chance to shine more and claim a higher position.

Tamaki
Hero Rank: 18th
Tamaki, another member of the UA Big 3, has quite a shocking ranking and it is known to fans that he is the number 18 hero in Japan. He is one of the UA Big Three along with Mirio and Nejire. The fact that he doesn't make the top 10, or even the top 15, is shocking, frankly.
Tamaki should be hovering around the top 10 spots, and possibly even higher. His Quirk is incredibly versatile and his abilities are terrifyingly powerful. Hopefully, he will become stronger and reach a higher position in the coming days.

Tokoyami
Hero Rank: 17th
Fumikage Tokoyami is a character that fans have very high expectations for My Hero Academia. In the manga, fans saw him go head-to-head with Redstraw and later Down the Line, to some extent, for one for all. His strength is absolutely incredible and that was all while he was still a student.
