The Straw Hat Pirates are now incredibly powerful. Led by Monkey D. Luffy, the Straw Hats currently consist of Roronoa Zoro, Nami, Usopp, Sanji, Chopper, Nico Robin, Franky, and of course, Brook. In the new world, they were joined by Jinbe and there would be more additions to the crew. While some fans argue that the Straw Hat Pirates are already complete, the fact is that Oda himself prepared for 10 members under Luffy when he started this journey. Luffy also stated that, not counting himself, there are 10 people he would at least want on the crew.
The phrase “at least” is incredibly important here. While there will be at least 10 members under Luffy, there could be more, and that makes the final saga as exciting as it is. One thing fans can say for sure, however, is that the Straw Hat team is far from complete and more members will join at some point, possibly even in the Elbaf arc.

Loki being a Straw Hat shouldn't come as a surprise to any fan. For starters, Loki is unwanted in Elbaf. The whole country hates him and at the same time, the fans know very well that Luffy enjoys his presence a lot. Despite all the bad things Elbaf had to say about Loki, Luffy still trusted him easily and spent time with him in the country's underworld.
Most importantly, however, even Luffy could see that Loki had a kind heart. Luffy's observational Haki helps him reveal the true nature of a man better than some others. Rayleigh clearly stated this a piece Chapter 895 that Luffy is especially used to people's true feelings. At the same time, the fans know it well Luffy invites Loki to join the crew before the Elbaf flashback begins.

However, this meant little because Loki was unaware of the fact that Luffy was a Nika. Loki wants to follow the Sun God, and after the arc is over, he can easily change his mind and follow Luffy. Loki will be the first Straw Hat in the Final Saga.

The Straw Hat Pirates are strong, and the newest member has the legendary Devil Fruit in one piece.
While Loki is the first Straw Hat in the final part of the story, fans may be confused as to who will be the second. The answer is none other than Ragnir. Until now, Ragnir was only seen as Loki's trusted Warhammer weapon. now, It is confirmed in a fragment chapter 1170 that Ragnir is actually a hammer who has eaten a devil fruit and is fully animated.. Ragnir is also a fighter in his own right, and can take on foes stronger than Yonko commanders and potentially even fend off Yonko and the Admirals of a fragmented world, such is his strength.
Based on all the features, Ragnir needs to be classified as his own straw hatHowever it is Loki's ally and fights by his side. It's like how Karoo is always next to Vivi, but is classified as its own Straw Hat. Joining the crew, Ragnir will provide them with great strength that they desperately need at this time, but also a fun animal that will serve a greater purpose when it comes to lighthearted moments on the ship between the various islands.

Ragnir becoming the 11th Straw Hat under Luffy would be incredibly exciting in many ways.. For one, fans know that Ragnir has been guarding Elbaf's legendary Devil Fruit for years, which means that it must have some sort of connection to the sun god Nick. Once Ragnir sees Nika, an exciting dynamic between them can kickstart.
more than that, Oda could use Ragnir as the mascot for the Straw Hat Pirates. Fans are well aware that Oda turned the helicopter into a one-piece mascot, but with the addition of Ragnir, there could be another. This would give the Straw Hat Pirates two mascots, both incredibly cute in different ways, and it would help one piece sell more merchandise. This is something that Oda will surely love, and fans can't wait to see Ragnir join the team.
There is a possibility that Ragnir will be included in the Straw Hat Pirates, but it might be different because, at the end of the day, Loki could only choose to go his own way and not with Luffy. Yet, at this particular point in time, Loki and Ragnir are the two most likely Straw Hats to join Luffy at the end of this arc.
