The Rinnegan is one of the strongest dojutsu in Naruto

In order to obtain the Rinnegan, one needs to combine the chakra of Indra and Asura Otsutsuki. The only person to succeed in the attempt was Madara Uchiha. He took Hashirama's flesh (asura's DNA) and implanted it in his own body (indra's DNA). However, Madara did not awaken the dojutsu until several decades later. Sharingan users can also obtain the Rinnegan if they receive chakra directly from Hagoromo Otsutsuki. Since the Rinnegan is so difficult to obtain, it makes sense that the dojutsu is very strong.

In Naruto, the Rinnegan was included in the three great dojutsu, and it was easily the strongest of them. Eye gave its user access to six path techniques. These include:

Towards the end of Naruto, there were only three characters who had received the Rinnegan. First was Hagoromo Otsutsuki, and after him was Madara Uchiha and finally Sasuke Uchiha. In Boruto, many Rinnegan users were revealed, affecting the rarity of the dojutsu.

Mastery of the Jougan was extremely important to Boruto, as the eye granted him many powerful abilities. For starters, the Jugun's user can see an enemy's chakra path system, allowing them to track a person using their chakra signature. Furthermore, the eye enables its user to open portals, effectively giving them access to space-time ninjutsu. Jougan helps its user analyze a target's actions so they can prepare a counterattack. Last but not least, Jougan can also pinpoint an enemy's weak point, so the user can attack it directly.

Besides the Jogan, there is one more ability that is rarer than the Rinnegan, and that is the Kokugan, which belonged to Isshiki Otsutuki. The Kokugan is a Kekkei Genkai that grants its user access to two powerful Shinjutsu techniques, namely, Tsukunahikona and Daikokuten. Tsukunahikona can be used to shrink the user or any other inanimate object, making it perfect for launching surprise attacks. The user can also restore himself and objects to their original size. Although the theory is simple, figuring out the technique can be a chore, as evidenced by Isshiki's fight with Naruto and Sasuke. Despite having experience fighting many powerful people, it took Naruto and Sasuke a long time to discover Isshiki's abilities.

Kokugan has another superpower ability

Daikokuten is yet another Shinjutsu used by Tsukunahikona to store anything compressed within a separate dimension, where time does not flow, making it perfect for storing hostages. Finally, Kokugan is able to summon black cubes that disrupt the enemy's sensory perception. Additionally, they can create space-time portals to access the timeless dimension.
