Emu is the true sovereign of the world government and the occupant of the empty throne. Emus have immortality, which means they live for centuries. Their longevity also means that the emu is aware of almost everything that happens in the world.

Shirahoshi is the mermaid princess of Ryugu Kingdom. She is much bigger than any other mermaid on Fish-Man Island, which is why she stands out so much. While her size is certainly striking, the most amazing thing about Shirahoshi is that she is Poseidon, an ancient weapon of mass destruction.
Shirahoshi inherited the power from his ancestors, but he could not control it until the Straw Hats came to Fish-Man Island. Not long after their arrival, the crew battle Davy Jones, Van der Decken and the new Fish-Man pirates. The group sought to overthrow the current monarchy and take over the island. They planned to send Noah crashing to the island if things got out of hand. However, Shirahoshi used her special ability to summon the Sea Kings and stop the Gnomos Marine from destroying Fish-Man Island.
Shirahoshi's power to control the Sea Kings is dangerous and a great threat to the existence of Emu and the World Government, so the Sovereign wants to remove him. It would be remiss not to mention that earlier Poseidon had entered into a covenant with Joyboy, another character Emu hated. Considering the current state of the world, it is highly possible that Emu will send someone to deal with Shirahoshi.

Luffy eliminated many Shichibukai, and the World Government tried to cover up his achievements. However, it failed to do so, and Luffy's fame continued to grow. Currently, Luffy is one of the strongest One Piece characters, and he can go toe to toe with almost anyone. This makes him a threat to the emu. In fact, Emu is seen carrying a poster of Luffy in Marizoa, indicating that he is on the latter's radar. Another reason why Luffy is dangerous to Imu is his D lineage.
