Monkey D. Garp was captured by the Blackbeard Pirates
Fans may recall that Garp traveled to Hachinosu to rescue his protégé, Kobi, from the clutches of the Blackbeard Pirates. Kobi was kidnapped by the Yonko when they attacked the Amazon Lily. Since Coby was a SWORD member, the Marines had an obligation to protect him. But Garp couldn't sit idly by to watch his student be tortured.
So, the vice admiral assembled a crew brave enough to enter Blackbeard's territory. Fortunately, Blackbird was away with some of his crew members when Garp attacked. So the vice admiral was able to cause heavy. In fact, if Coby hadn't been so careless he would have managed to escape without too many problems. Due to his inexperience, Garp had to put his own body in the way of Shiryu's attack. This moment effectively turned the tide of the war. Garp realizes that not all of them will be able to escape, so he decides to buy Coby and the other marines some time to get off the island. After the incident, there was much confusion about Garp's fate and whether the Vice Admiral was still alive.

In One Piece Episode 1156, Monkey D. Garp is confirmed to be alive. He was held captive by the Blackbeard pirates as they awaited the arrival of their captain. While Blackbeard was not happy about Kobi and Moria's escape, he was pleased that his team had managed to capture Garp.
Blackbeard's plan was to use Coby as a bargaining chip, but his ambitions took a major hit when the Marines confirmed he was a member of SWORD. But with Garp, there are no longer any restrictions, and Blackbeard is free to use him as a means of striking a deal with the World Government.

Had Yonko made an offer to Kobe, the organization would likely have denied Blackbird's request. But now there is no alternative. Garp is the hero of the Marines, a legendary figure whose name is known across the seas. If the world government and the Marines were to abandon one of their greatest soldiers, it would paint them in a bad light, and many people would lose faith in the organizations.
Did Monkey D. Luffy rescue Garp?
As it stands, Garp is a prisoner of Blackbeard pirates, and very few people know about him. At first, only Kobe and the other Marines near Hachinosu knew about the incident. Since then, even the higher-ups have come to know about the vice admiral's capture. It is natural to have panic within the organization. But interestingly, it did nothing to save Garp.

But Kobe needs some serious help to complete the mission. Thankfully, many people within the Marines believe him. Besides, they like Garp, which is another important reason why they can help Coby.
