With so many top tiers gathered in one place with amazing Devil Fruits and Haki, a contest of power ensued and among all those involved in the event, standing at the top of them all was Emu, the Sovereign of the World. Readers always expected Emu to be strong, but he defied all expectations as he easily managed to withstand the power of six overpowered characters without taking any damage, and later, Rox D. Went to get Jabek out. As things stand, it seems impossible to imagine a way for Luffy and his allies to even stand a chance of defeating Emu in the final saga.
Emu is the best devil fruit user of one piece
Emu is an important One Piece character who first appeared during the Reverie arc, and has since confused all readers of the story. Since the beginning of this disaster, the mystery of their Devil Fruit powers and abilities has been raised, and Oda may have just revealed the answer in the Elbaf arc of a piece, especially in the events after chapter 1163.
Emu was recently revealed to be very involved in the events of God Valley, where they appeared through Saint Shani, similar to what happened to Gunko in Elbaf. With their sudden appearance, Emu proved that they were on a whole other level compared to Rox, Roger, Garp, Whitebeard, Kaido and Big Mom.
When Rox, Whitebeard, Kaido, Big Mom, Roger, and Garp all attacked Emu, their Devil Fruit powers were too powerful for these blows to do anything significant. It must be noted that these characters are some of the strongest in One Piece – but Imu tanked their attacks without any problems, and was unscathed thanks to their incredible regeneration stemming from the Devil's Fruit. There is no character in One Piece that can survive such an attack except for Emu.
After a display of their incredible defensive abilities, Emu also showed off the offensive power of their Devil Fruit and eliminated Rocks by using Domi Reversi on him. Zebek became Emu's monstrous slave who then obeyed every command of the world's sovereign. Eventually, Jabek had to be taken down by Garp and Roger.

With a star-studded team of characters attacking Emu and not being able to hurt them, this certainly raises some concerns for Luffy and the Straw Hat Pirates. Luffy is nowhere near the level of all those top tiers combined, and even though he has a strong Devil Fall, its powers are nowhere near that of Emu's Devil Fall.
The truth is that Imu cannot be eliminated in a 1v1 fight, and Elbaf's Harley points to that. Luffy needs as many allies as possible to stop Emu's Devil Fruit powers, and that might include Blackbird, who can negate Devil Fruit powers. Luffy, with his Nika form, is probably the best Devil Fruit for fighting Emu's darkness. It will still be a tough fight, however, but Luffy must rise up and achieve what Joy Boy failed to do 800 years ago.
