Before hanging up her boots, Shakuyaku was a notorious pirate who led the Kuja War. In an encounter, the crew managed to defeat the Roger Pirates, and it's safe to say that Shakuyaku played a significant role in this. As a member of the Kuja tribe, she was adept at using Haki.

Like Roger, Garp had not yet hit his prime. However, he was still a powerful fighter. Since Garp was not a Devil Fruit user, he relied on his fists and Haki to defeat his enemies. In God Valley, Garp attacked Emu, who was then inside Saturn's body. Garp then teams up with Roger to bring down Zebeck, who has been transformed by Emu.

The main focus of Loki's flashbacks was learning the truth about the death of Harald, who reigned as King of Elbaf. In his younger days, Harald was a loose cannon who often wreaked havoc. But with time he changed and became a friendly person. Harald was famous for his policies because he used them to make Elbaf better.
As a giant, Harald was physically superior to most characters. One swing of his arm can destroy buildings. Even if he had no other abilities, Harald would still be a problem for many people, but not all. He had extremely powerful Haki with which he was able to nullify Jabek's Haki.

Davey D. Jabek was the captain of the Rocks Pirates and the greatest pirate of his era. Zebek was an ambitious man like his ancestors, so he wanted to take over the world. He knew that achieving such a gigantic task would require the help of other powerful fighters, which eventually led him to form the Rocks Pirates. Despite only meeting him a few times, Loki was inspired by Jabek and wanted to be like a pirate.
When it comes to strength, Xebec is arguably the strongest pirate of all time. He was an elite swordsman who combined Haki with his attacks to increase their damage output. The Zbek strikes were so devastating that they were compared to cannonballs. In addition to his swordplay, Jabek's physical abilities were on a different level. Given his power, it's no wonder he was feared by the World Government.

Emu is easily the strongest character from Loki's flashbacks. At first, the ruler of the World Government had no intention of getting involved in the God Valley incident, but that changed when they saw Zebek and the other pirates trying to thwart the competition.
Emu took Saturn's body and began to attack, but their strike was cut short by a combination of attacks from Zebeck, Roger, Garp, and the others. Later, Emu used Domi Reversi on Zebek and turned him into a monster. Emu orders Zebek to kill members of the Davy clan and anyone else who gets in the way. The emu didn't reveal their powers in the flashbacks, but that's to be expected since they're the main villains of the story.
