The Stella Montis Archive Key opens the storage room Located within the Cultural Archives in the field ARC Raiders. It is directly east of the lobby and one level above the Seed Vault section.
When you get to the door to the storage room, there is one High chance you will encounter many shredders and ticks in this area. Either take out the Shredder in front of the locked door, or quickly run to the door, open it, and step in, then close the door behind you. Either way, you'll be inside a cultural archive storage room.
Inside the storage room, you'll find several breakable storage crates, drawers, and weapon cases and raider backpacks. Scour the entire room thoroughly to make sure you haven't left any loot containers unchecked. If you have something valuable, you can extract it through the seed vault air shaft.
