Naruto Has an incredibly well-constructed lore and universe. As the series unfolds, we learn a lot about the history of the world and the wars between the shinobis. Before laying the foundations of hidden villages Naruto It was in a constant state of war as everyone fought each other for power, land and resources. This is known as the Warring States Period (Sengoku Jidai), which draws inspiration from the actual Sengoku Jidai of Japan.
While this era was long, there is not much information about famous ninja who were born before the transition to the current shinobi system. Therefore, many of the known great ninja of this period were alive when the Hidden Villages were founded. Legendary names like Hagoromo, Hamura, Indra, and Asura lived before this era, and modern heroes like Minato Namikaze lived after this era. With that in mind, here are some of the strongest ninjas of this time, although most of them were active during the establishment of the new system.
Madara Uchiha
A legendary Uchiha who almost became Hokage
Madara was born and raised during the Warring States period, although he was still alive when Konohagakure was founded at the end of this period. He was the eldest child of Tajima Uchiha, the leader of the Uchiha clan at the time and the reincarnation of Indra Otsutsuki. At the time, the rivalry between the Uchiha clan and the Senju clan was stronger than ever, but Madara developed an initially friendly rivalry with Hashirama before discovering his identity as a Senju. Even after Hashirama and Madara learn of each other's identities, they initially refuse to let the conflict between their families get in the way of their friendship.
He and his brother Izuna trained together and competed to see which of them was stronger. Madara eventually became very powerful, awakening the Sharingan and later, the Mangekyo Sharingan. However, Madara's friendship with Hashirama and desire for peace with the Senju clan were shaken when Tobira Senju killed Izuna. He still dreamed of peace, but in a distorted, controlling way, which drove him and Hashirama further apart.

As the Senju clan ascended to power following Hashirama's appointment as First Hokage, Madara became increasingly fearful and isolated. He eventually left the village, returning later, controlling the nine-tailed beast with his Mangekyo Sharingan. He then challenged Hashirama, only to be defeated and killed. It has been said that Madara never actually defeated Hashirama once in his life.
Hashirama Senju
Founder of Konoha and First Hokage
Hashirama was the eldest son of Butsuma Senju, the clan leader at the time, and the reincarnation of the demon Otsutsuki. He became a legendary shinobi and was the first Hokage of Konohagakure, part of the transition from the Warring States period to the shinobi system. He envisioned a world of peace and cooperation and tried many times to resolve the conflict between the Uchiha and Senju clans, as he considered Madara a friend. However, Hashirama was never defeated by Madara in battle.
However, after Madara returned to Konoha with the Nine-Tails, they had their final battle. Madara eventually tired of using his Mangekyo Sharingan to control Kurama, and soon died. Although the true extent of his power was rarely seen, he was known as the “God of Shinobi” and, having been able to survive a fight against a tailed beast, he was definitely unmatched.
Izuna Uchiha
Madara's younger brother
Izuna Uchiha was considered another genius of the Uchiha clan along with his older brother Madara. He was known to be extremely powerful, having already awakened the Sharingan. However, his fate was sealed when he went on a mission with his father.
They went on an attack to kill Hashirama Senju, but were confronted by Butsuma and Tobirama Senju, leaders of the Senju clan. Madara was also there because he was close to Hashimara, despite not knowing that he was a Senju. However, there was a clash between the Uchiha and the Senju. Although Izuna awakened the Mangekyo Sharingan during the battle, he was mortally wounded by Tobirama. His subsequent death not only broke the bond between Madara and Hashirama but allowed Madara to obtain the Eternal Mangekyo Sharingan from his brother's eyes.
Butsuma Senju
Former head of the Senju clan
Butsuma was the leader of the Senju clan and the father of Hashirama and Tobirama Senju. He was very harsh, lost his temper easily, and hated the Uchiha clan, taking their rivalry to deadly levels. After learning that Hashirama had befriended Madara Uchiha, he planned to attack and kill Madara.
Although her actual powers were never demonstrated in the series, her status as clan head suggests a formidable level of skill. He was widely considered the equal of Tajima Uchiha, who wielded the Sharingan.

Tajima Uchiha
The former head of the Uchiha clan
Tajima Uchiha was the father of Madara and Izuna Uchiha, as well as other children who died young fighting against the Senju clan. He was a skilled shinobi and wielded the Sharingan despite knowing little of its true powers. Back then, most shinobi didn't survive to adulthood, so anyone who did was often considered talented and powerful. He is said to have matched Senju's power in Butsu.

The Second Hokage
Tobirama Senju became the second Hokage after his brother's death. Like Hashirama, he wanted to create a peaceful world where clans could cooperate rather than fight each other, but he also believed that the Uchiha clan was a threat to any peace. In fact, he and Hashirama began envisioning a new system after the deaths of their brothers, Kawarama and Itama.
He was the one who discovered that Hashirama was meeting with Madara and informed their father, who prepared an attack for Madara. Coincidentally, the Uchiha family also tried to attack Hashirama. Then, during the battle, Tobiram killed Izuna. Although Hashirama was eventually able to get Madara to agree to peace, their bond was never the same after Izuna's death.
While Hashirama wanted Madara to become Hokage, Tobirama convinced him to proceed with the democratic process, which made Hashirama the first Hokage. This brought even more animosity between the village and the Uchiha clan. As Hokage, Tobirama created many of the institutions we see in the series, such as the Academy and the Chunin Exams. His pragmatism was important in strengthening the village, but unfortunately it created more friction between the village and the Uchihas.
Mito Uzumaki
Kurama's first jinchuriki
Mito was a member of the Uzumaki clan who eventually married Hashirama Senju. When Madara arrived in Konoha with the Nine Tails, Mito sealed the beast within herself, becoming the first Jinchuuriki of the Nine Tails in Konoha. Little is known about his powers before that, but after this incident he became incredibly strong.

As the founder of Sunagakure, Reto's actions suggest the level of power necessary to unite disparate, desert-dwelling shinobi, even if the specifics of his combat abilities remain a mystery.
Ah, the first Raikage
Founder of Kumogakure
Kumogakure in the Land of Lightning and the founder of the first Raikage, which suggests a mixture of power and political prowess. However, little is known about her, as the story does not focus much on her village.
Ishikawa, the first Tsuchikage
Founder of Iwagakure
Ishikawa founded Iwagakure, the Land of Earth, and was the first Tsuchikage, but, as with the others, there are not many details on his abilities, especially since most of the history of this period is shown from the perspective of Konoha. He mastered the earth release and was definitely very powerful.
