The primary power system of Devil Fruits a piece world, but it is certainly not the only one. in the world of a pieceFighters can excel even without the use of Devil Fruit abilities, and this is even more evident in the final saga of the story, especially in Elbaf.
In the land of the giants, where Emu has made his entrance, and Loki's Devil Fruit has finally been revealed, Devil Fruits may seem like the greatest source of power. However, there are still many powerful non-Devil Fruit users who stand out. These characters often use powerful Haki, and some rely on strong weapons to keep up.
Frankie
Frankie The Straw Hat is the pirates' ship's pilot, and while he's not the Monster Trio and can't use Hawkeye yet, that certainly doesn't mean he can't hold his own in a fight. Franky has demonstrated on several occasions that he is an important fighting force for the Straw Hat Pirates. In Wano, Franky was able to easily take down a Tobiroppo, Sasaki. Now in Elbaf, he can once again show his power. In Egghead, Oda has already hinted at Franky unlocking Armament Haki. This will definitely come into play in the Elbaf arc, where he fully evokes it.

But, despite all that, Jarul is still a force to be reckoned with. At one point in his pirating career, he is also known as the strongest man in the world. Jarul is unlikely to play a major combat role in the Elbaf arc, but Oda is sure to give him the final highlight.
Jinbe
Out of the Demon Trio, Jinbe The strongest Straw Hat pirate around. Jinbe, known as the Knight of the Sea, is a powerful fishman fighter, and one of the strongest of all time. As a Fishman, Jinbe relies on his Fishman Karate, as well as his Haki. In Elbaf, Jinbe has been disappointing, easily defeated by Holy Knight Gunko, but this is to be expected.
Jinbe is still a powerful fighter and one of the best non-Devil Fall users around. It's unlikely that he will get the best highlights in this arc, but he can still play an important role in the battle against Emu's demon army.
Sanji
Except for Zoro, Sanji The Straw Hat is another powerful asset of Pirates, which does not rely on the Devil Fruit ability. Sanji uses no weapons; Instead, he is a skilled kick fighter. Since Vano, his body has become much stronger through his lineage factor awakening.
Sanji's body is as hard as steel, and he has the highest durability in the Straw Hat Crew. In Elbaf, Sanji has yet to make a big move, but fans know he's going to be a highlight against the Army of Emu. Like Zoro, Sanji has great Haki mastery, and is adept at Haki observation. Elbaf may be where Sanji finally unlocks his Conqueror's Haki, as Oda has hinted at several times.
Roronoa Zoro

Elbaf Arc of One Piece showcases many powerful Devil Fruit users. But, favorites Roronoa Zoro There are still some strong ones around, and they manage it without relying on any devil fruit abilities. Zoro, the Straw Hat Pirates' swordsman, is extremely skilled with his blade, and since he gained Enma, his overall strength is on a whole different level. On top of that, Zoro is also a talented Haki user. He is particularly adept at armament hockey, but he has access to both observational and winning hockey.

This gives Dori one of the highest bounties in the entire series, and when combined with Brogie, the two can be considered a Yonko-level threat.
Sadly, Dory will be on the enemy's side in this arc, after suffering from Emu's Domi Reversi. Domi Reversi'd Dorry is one of the strongest characters around, especially now that he's equipped with immortality on top of his already demonic strength.
Broggy
When talking about Dori's power, one cannot ignore her longtime partner, Broggy. Brogie and Dory are similar in every sense of the word, and Oda has already demonstrated it many times. They both have the same bounty of 1.8 billion berries, and they both lead giant pirates as comrades, just as Jarul and Zorul did before them. Brogie, like Dory, has been tamed by Emu, and is now a major threat to Elbaf.
The amped up brogie is even stronger and can't be injured without tapping into advanced conqueror's hockey. Brogie and Dory are definitely some of the strongest non-Devil Fall users around in Elbaf. Taking them down, especially when raised, is not going to be an easy task.
Scooper Gaban
Of all the non-Devil Fall users in the One Piece Arc, Elbaf is undoubtedly the strongest. Scooper GabanFormer left hand of Goal de Roger. Scopper Gaban has made Elbaf his main home after marrying Ripley and fathering Colon. Gabon, famous as the Mountain Eater, was unstoppable in his prime, but now, he is much older.
Despite that, Gaban is still a powerful ally to have with the Straw Hats. As a former member of the Pirate King's crew, Gaban did not disappoint when it came to displaying his powers. Gaban was able to handle both Luffy and Zoro at once, and it's clear that he also has superior Haki. He was the first character in One Piece to demonstrate the power to bypass immortality when he struck Somers in one hit. Gaban could have easily handled all of Elbaf's holy knights had his son not been used as a hostage against him.
