Fortunately, Gage has already explained in his story that after the Calling Game training, Maki has become a fighter equal to Genin Toji Fushiguro. Maki goes on to demonstrate his true abilities in the Sukuna Battle, and in the modulo sequel, his abilities are further enhanced, indicating that he surpasses Touji.

How Maki fully awakened her heavenly ban
Maki Janine caught the attention of JJK fans after her introduction in the first season. Unlike his friends, he didn't have much cursed energy. Not only that, he couldn't even see the curse without his glasses. He had little cursed energy for the majority of JJK, unlike Toji, he had none. Toji had full Heavenly Ban, which granted him superior power.
In JJK Season 3 Episode 4, that all changed when Maki went on to fully unlock her Heavenly Ban. Maki previously had great fear due to being a twin, and in the world of jujutsu, this is a great loss as the universe sees her and her sister as one being. With Mai's sacrifice and death, Maki is fully awakened. With no cursed energy, Maki became a powerful fighter. Maki's power and perception were instantly boosted to a whole other level. The genin clan quickly caught on and compared her to Touji, and naturally, fans wondered if she was really stronger than him.
Gauging Maki's power compared to Toji Fushiguro in JJK
At the current point in the JJK anime, Maki is still not stronger than Toji. Maki was capable of wiping out the entire genin clan, but she had yet to reach her true peak. Maki's peak was later seen in the Calling Game arc. In this arc, Maki frees her mind, thanks to Rokuzushi Mio. After this timeskip, Gage himself stated that the Maki genin was realized as a fighter equal to Toji. In other words, from this point forward in JJK, Maki is, at least, equal to Toji, as confirmed by the creator himself.
Since these are Gege Akutami's own words, there is no debate that Toji is stronger than Maki or his equal. Maki has long been his equal, and the real question is whether Maki is stronger than Toji, or his equal forever. Again, through Gage's story, this question is answered.

How Maki surpassed Toji after the Shinjuku Showdown arc
During the events of the Cooling Game, it is clear that Maki was Genin Toji's equal. If these two were to fight, their battle would likely end in a draw. When it comes to weapons, Maki has the edge. While Toji previously held the Inverted Spear of Heaven, that weapon was destroyed by Gojo Satoru 12 years ago. If she has the Split Soul Katana, Maki has a replica of the tool given to her by her sister Mai.
But beyond weapons, Maki grows even more as she fights against the King of Curses, Sukuna. Of course, Maki was one of the most dominant people in that battle, so much so that even Tsukuna was surprised by him. In the Sukuna Battle, Maki was able to sneak up on Sukuna and pierce him with her soul-splitting katana. Even Sukuna couldn't see Maki coming. What Maki accomplishes in his fight against Sukuna is far more impressive than what fans saw Toji accomplish against the exhausted teenager Gojo.

JJK Modulo is finally ending with its final chapter 25, releasing this weekend, March 8.
Sukuna herself hyped Maki a lot. He also compared the confrontation with Maki to the fight with Mahoraga in the Shibuya Arch. Tsukuna also points out that Maki reads her slashes and hits them better than the other mages around. By the end of the story Maki undoubtedly becomes the top tier of the JJK universe.
Why his development continues in Modulo
Jujutsu Kaisen's origin story ends after Tsukuna's death, and the Maki Genin survive this battle. As fans know by now, Jujutsu Kaisen's story doesn't end there. Gege Akutami returned in 2025 with a Jujutsu Kaisen sequel known as Modulo. This modulo story takes place 68 years after the fall of Sukuna, and in it, Maki is a major driving force. After all, Modulo, Yuka and Tsurugi Okkotsu's new main characters aren't actually Maki's own grandchildren like the ones she had with Yuta.
Through this sequel, Maki is revealed to have lived to the age of 77. In other words, Maki had outlived Toji by almost 50 years, and she had certainly gathered invaluable experience through many battles and challenges. Jujutsu Kaisen Modulo also reveals that Maki has acquired a new technique, and it is one that Toji Fushiguro never learned. In Modulo, Maki's grandson, Tsurugi Okkotsu, who was trained by him, demonstrates a simple domain technique that he used with his cursed device.
As fans know, neither Maki nor Toji knew how to use them in the original series. But the fact that Tsurugi knows how to use it points to Maki inventing it and passing it on to him. This technique gives Maki even more advantages than the likes of Toji Fushiguro, and puts beyond a shadow of a doubt that she is far superior to him in terms of overall power.
