So many powerful characters have been introduced after him that it's easy to forget that he refused to become the next destroyer of Universe 11, proving himself to be more capable than Top and stronger than Belmond. Universe 11 may have lost the top, but Jiren led them to a close victory. You just know that Jiren is going to get stronger from here on out, which makes his possible return at some point and a rematch with Goku an exciting possibility.

What really separates Morrow from other villains is his ability to manipulate life energy. Not only does this allow him to feed off his surroundings in battle, but it also allows him to drain his opponents' energy more efficiently than opponents of similar abilities, such as Android 19 and 20. Broly

The original version of Broly was an absolute threat, but the new iteration of the character introduced in Super is stronger than his movie-only counterpart.

Having spent most of his life on Planet Vampa, Broly never had the chance to face different fighters and hone his skills like Goku and Vegeta did. But Broly was able to hold his own against both Goku and Vegeta in their various Super Saiyan forms due to his incredible abilities. He's still an incredibly raw fighter, but his strength and ability to adapt to fighters with more experience and power mid-fight gives him the highest ceiling of any mortal in the series.

If Cell Max hadn't been activated too early, he would have been the strongest villain introduced in Super. Toriyama himself said that Full Cell Max would take Broly out. But because he was taken out too early, he became a mindless horror who, while still possessing incredible power, lacked the savings of the original.

Although imperfect, Cell Max was in a class of its own. Orange Piccolo wasn't enough to put him down, and only succeeded after Gohan unlocked his Beast Form, which is one of the most powerful transformations we've seen in the series.

Granolah

Granolah is one of the most interesting Dragon Ball Characters in a while. He began his arc as an antagonist, the Saiyan destruction of his homeworld putting him at odds with Goku and Vegeta, but eventually joined them to take on the Haters.

Granolah started out as a genius, but not all powerful bounty hunter. To bridge the gap between himself and Frieza, Granolah wished for a massive boost in power from Toronbo, the Eternal Dragon from the Planet Serial, making him the strongest mortal in the universe for a time. This came with the caveat that he would have a short lifespan, but Granolah was able to compete with Goku, Vegeta, and Gas for a while. His fate after Black Frieza's appearance remains to be seen, but he won't live much longer after the events of Granolah the Survivor Saga, and may even be gone by the time he becomes a superhero in the timeline.

Gas

The strongest fighter in the Hater Clan, Gas Granolah proved to be a major threat during the Survivor Saga. Like Granolah, Gas's abilities were drastically increased for the Cerulean Dragon Balls.

This may seem like a cheap way to power up for some (which it kind of is), but the power-up of both Granolah and Gas allowed them to compete against fighters they would have otherwise been outmatched against. Gase was able to take on both Ultra Instinct Goku and Ultra Ego Vegeta in his awakened form, handling two of history's most powerful Saiyans using both divine transformations. The toll on his body caught up to him sooner than the granola, and by the time Black Frieza arrived, he was nothing more than a shell of his old self.

Destroyer, Angels, and Zeno

It goes without saying, but immortal beings like Angels and Genoas, as well as Destroyers, are at the top. Dragon Ball Hierarchy.
