You need to search different parts of the place to find evidence that depicts what happened and the cause of the accident. How to start the final journey of the ACS Free Market Quest in The Outer Worlds 2
To start the quest, you need to talk to Archivist Stallworth. He can be found on the way to the main market area of Free Market Station on the right as you come off your ship. Talk to her and she'll ask for help gathering information from a few different locations around the station.
Where to find all the clues for the final journey of the ACS Free Market Quest in The Outer Worlds 2
There are five pieces of information you can find (although it's possible to complete the quest with fewer) throughout the station. Some of these are easier to obtain than others, while some require relatively high skill checks to obtain. While you can pick up this quest relatively early in your adventure, you'll need to come back later after you've further upgraded your skills to complete it.
Buried audio log
The first piece of information you can come across can be found by going from Stallworth to the market and the second on the left ground in an area with lots of ruins. On the left side as you go here, you'll find a pile of dirt on the floor that you can interact with.
As long as you have either the Brawny attribute or Sneak level 5, you can get the log.
Engine debris
On the opposite side in the same area where you found the buried audio log, you can find some engine debris. As long as you have Engineering Level 8, you can inspect the afterburn coils and internal combustion grates, indicating that some sub-par engineering may have played a role in the incident.
Otto's Intel
To get to Otto's note, look for a small opening in the ruins near where you found the buried audio log. At least head down this area to find the stairs to the top floor. Then you have to solve his complicated door lock puzzle. This requires flipping switches in a specific order, which we've detailed in our Otto's Lock Puzzle solutions guide. Once you unlock the door, you can find a datapad on the floor that provides some additional information.
After doing this, head to the market and head north where you'll find an old, white-haired man named Otto. Tell him you read his datapad and he will share the information with you. If you have engineering level 5, or you can spend 1,000 bits in his shop, but his diary is much easier (and cheaper) to read.
Sub-Rosa Terminal
The Sub-Rosa Terminal requires you to reach the basement of the Second Rosa Salon, which can be found on the left side of the market as you enter. While there is a way to get a key and open the door to get there by talking to the bartender, the easiest way to get in is to go to the bathroom behind the bar and use the high vent in the wall to reach the stairs leading down.
Head down the stairs, and before you enter the main room, you'll find a Sub-Rosa member sleeping at a desk with a terminal next to her. Interact with the terminal and use the bypass shunt and hack level 8 to read all messages.
If you don't have hack level 8, you can pickpocket a sleeping sub-rosa member for the password. Or, if you're a bit bloodthirsty or thrive on chaos, you can kill him and extract it from his body.
Information on Prospero Paolo
The fifth and final bit of information can be obtained by talking to the white haired man at the Second Choice Salon. If you are able to get him a bottle of Iceberg Aged Whiskey he will tell you that he has some information. This can be obtained by going to the bar on the opposite side of the bar and talking to the robot bartender. He says that only Prospero Paolo can collect whiskey, but you can fool him by selecting either the Innovative Trait, or Hack Level 3 and the corresponding dialog option.
Alternatively, if you have Lockpick 5, you can break into the safe behind the bar and steal it, but this is a risky option.
After receiving the whiskey, return to Prospero Paolo, and he will share his information with you.
Returning to Archivist Stallworth
Make your way to Stallworth and let him know that you have gathered all the information. Each time he asks you a question, respond with an answer clearly based on the information you have found. The more 'correct' answers you give to her questions, the more XP you'll earn from the quest.
Unfortunately, it turns out that Archival Stallworth's report was not for purely historical purposes, but for the benefit of the Order. She'll explain her reasoning, and you can choose to either attack her, causing her and some nearby sub-Rosa guards to become hostile, or agree to disagree. If you have speech level 3, you will have another dialogue option where you ask him to put in a good word with his friends and you will slide it. This boosts you up with orders and you can complete the quest and walk away with some XP to your name.
