in Pokemon FireRed and LeafGreenThe earliest possible place where coaches can Buy Ultra Balls at Fuchsia City Poke Mart for 1,200 Poke Dollars. To reach Fuchsia City, you need to complete the following steps:

Reach Celadon City.
Defeat Giovanni in the game Corner Rocket Hideout to get the Sylph Scope.
Go to Lavender Town and use the Sylph Scope to climb the Pokemon Tower to the top floor (7F) with a Ghost Marowak blocking the stairs.
Save Mr. Fuji from the Rocket Grunts to get the Poke Flute.
Use the Poke Flute to wake up the sleeping Snorlax blocking the way on Route 12 to reach Fuchsia City.

Once you reach Fuchsia City, you can find the Poke Mart in the northwestern part of the city, directly above the pond with Lapras.
